- This is a PRE-SOLICITATION NOTICE for commercial services prepared in accordance with FAR 12.6 using Simplified Acquisition Procedures under the test program for commerical services IAW FAR 13.5. The Naval Computer and Telecommunications Jacksonville has a requirement to Upgrade the existing Security Electronic Access Control Systems at NAS Jacksonville, Fl, NS Mayport, Fl, and NAS Key West, Fl. The Government intends to award a Firm Fixed Price contract on a Sole Source basis to Infotec Systems Corporation; Only one responsible source and no other services will satisfy Agency Requirements. The existing Security Electronic Access Control System contains proprietary rights (software/hardware), schematics and drawings that cannot be supported by third party vendors. Interested parties may identify their interest and capability via email (line-cards, capability statement's). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this requirement based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competive procurement.
