- DELETE the original text of the Pre-Solicitation Notice of 3/3/09 and REPLACE WITH: The proposed scope of work includes, but is not limited to: 1. Supervise and perform the maintenance, inspection, testing, and calibration of the electrical distribution system equipment as outlined in the specifications and drawings. THE FOLLOWING ITEMS 2 THROUGH 7 ARE OPTIONS LISTED IN DESCENDING ORDER OF IMPORTANCE TO BE AWARDED, IN THE AGGREGATE IN ADDITION TO ITEM 1, SUBJECT TO THE AVAILABILITY OF FUNDS. 2. OPTION NO.1: Recondition the 14 main, spare and tie breakers including supplying a solid state trip unit retrofit for switchboards SSEM-1, SSEM-2, SS-A, and SS-B as described in specifications and drawings. 3. OPTION No. 2: Provide circuit breaker reconditioning, trip unit retrofit, and single phase protection (as indicated) for the 9 Siemens-Allis main and feeder circuit breakers in switchgear labeled as Chiller Substation A and Chiller Substation B as described in specifications and drawings. 4. OPTION No. 3: Provide and install (1) Square D I-Line circuit breaker 100A, 240V, 40KAIC minimum for replacement of existing circuit breaker in panel LC-DPC. 5. OPTION No. 4: Provide and install (2) Square D I-Line circuit breakers 1-60A and 1-200A, 240V, 40KAIC minimum for replacement of existing circuit breakers in panel ELC-DPB. 6. OPTION No. 5: Provide (4) spare Square D I-Line replacement circuit breakers, 240V, 65KAIC rated 1-400A, 1-225A (QG frame) and 2-100A. 7. OPTION No. 6: Provide a unit adder on the trip unit retrofits to supply power/energy monitoring and provisions for remote communications. CONTRACTOR QUALIFICATIONS: The work under this contract shall be performed under the supervision of a Qualified Registered Professional Engineer. Field Service Technicians who have successfully demonstrated their knowledge and experience in the field of Electrical Power Distribution Systems Testing shall perform Field service work. The Field Service Technicians shall be capable of (1) testing, assessing, evaluating, servicing and reconditioning components, (2) assuring that the equipment on which work has been performed is safe, reliable and acceptable for its intended purpose, and (3) identifying defective equipment and potential safety problems, environmental hazards, code violations. The supervising Field Service Engineer must be accredited as a Certified Electrical Test Technologist by the NICET(National Institute for Certification On Engineering Technologist) of the NETA (National Electrical Testing Association) and have a minimum of five years of experience on similar major testing projects. (Note: Persons with high qualifications, such as a BS or higher Degree in engineering, need not be accredited or certified, provided they can demonstrate that they have the required specialized knowledge and at least five years experience in testing switchgear and power distribution systems). All other testing Technicians assigned to the project must be certified by NICET, NETA, or must have an equivalent qualification certification. (Note: Persons who, by the education, training and specialized knowledge and at least five years experience in testing switchgear and power distribution systems.) Test assistants and apprentices may be assigned to the project as assistants to certified technicians at a ratio not to exceed two certified to one non-certified assistant or apprentice. A. A NETA certified Field Service Engineer is required to supervise and perform the maintenance, inspection, testing, and calibration of the electrical distribution system equipment as outlined in the specifications and drawings. B. OPTION NO.1: Recondition the 14 main, spare and tie breakers including supplying a solid state trip unit retrofit for switchboards SSEM-1, SSEM-2, SS-A, and SS-B as described in specifications and drawings. OPTION No. 5: Provide and install (1) Square D I-Line circuit breaker 100A, 240V, 40KAIC minimum for replacement of existing circuit breaker in panel LC-DPC. G. OPTION No. 6: Provide and install (2) Square D I-Line circuit breakers 1-60A and 1-200A, 240V, 40KAIC minimum for replacement of existing circuit breakers in panel ELC-DPB. When issued it is anticipated the solicitation will be a combined synopsis/solicitation for commercial items in accordance with FAR Part 12 and Part 15. A site visit for all prospective SDVOSB Offerors is tentatively scheduled for 9 AM on Tuesday, March 31, 2009.
