Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Drydock Repairs to the USCGC MARCUS HANNA (WLM-554), a 175 Foot Coastal Buoy Tender. The homeport of the vessel is 259 High Street, Portland, ME 04106. The place of performance will be at the contractor’s facility. THE ACQUISITION WILL BE SOLICITED AS A FULL AND OPEN competition. There is a one-time geographic restriction for this dry-dock availability to a facility located within 450 nautical miles of the cutter’s homeport in South Portland, ME. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about MARCH 11, 2009. This requirement will be evaluated using past performance as an evaluation factor. The standard industrial classification code is 3731 and the NAICS is 336611. The performance period will be seventy (70) calendar days with a start date on or about 15 June 2009. The due date for quotes will be as provided in the solicitation (Block 8) and is anticipated to be on or about MARCH 24, 2009, 2:00 pm (Eastern Standard Time). Faxed quotes will be accepted at (757) 628-4675 or 4676 or quotes can be emailed to Jenifer.M.Bordelon@uscg.mil. Quotes sent via the U.S. Postal Service or hand-delivered should be sent to: Commander (vpl-2) MLCLANT, 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. Drawings are now available on CD-ROM. A CD-ROM containing all applicable drawings will be sent via U.S. mail free of charge to contractors upon request and not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC MARCUS HANNA (WLM-554). This work will include, but is not limited to: Clean and Inspect Grey Water Collection and Holding Tanks; Clean and Inspect Sewage Collection and Holding Tanks; Inspect Z-Drive Propulsion Units; Install Marine Sonic Side Scan Sonar; Overhaul and Renew Sea Valves; Overhaul and Renew Four Firemain Relief Valves; Overhaul, Test, and Set Four Bilge Eductor Suction Pressure Regulating Valves; Renew Fuel Fill Valves; Renew Lube Oil Fill Valves; Inspect Sea Bay; Preserve Sea Bay – Partial; Preserve Sea Bay – 100%; Inspect and Test Carbon Dioxide System Bottles; Inspect Bow Thruster Tunnel and Lower Unit; Inspect Various Deck Fittings; Preserve Chain Locker – 100%; Preserve Buoy Working Areas; Preserve Underwater Body – “Partial”; Preserve Underwater Body – “100%”; Preserve Freeboard Surfaces – Partial (in Drydock); Preserve Freeboard – 100%; Install New Deck Covering System(s); Renew Cathodic Protection System; Routine Drydocking; Provide Temporary Logistics; Preserve Machine Shop Bilge Surfaces – Partial; Preserve Pump Room Bilge Surfaces – Partial; Preserve Engine Room Bilge Surfaces – Partial; Preserve Hydraulic Pump Room Bilge Surfaces – Partial; Preserve Bow Thruster Room Bilge Surfaces – Partial; Preserve Cargo Hold Centerline Bilge Surfaces – 100%; Perform Ultrasonic Thickness Measurements – Freeboard Hull Plating; and Perform Ultrasonic Thickness Measurements – Underwater Hull Plating. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
