Description
The purpose of this notice is to advise interested parties that the Federal Railroad Administration (FRA) intends to extend the current RSIS contract through July 2009. The terms of the extension also include two additional 1-month option periods through September 2009. Creative Information Technology Inc. (CITI) will continue to perform under contract number DTFR53-04-C-00002. The incumbent is in place, operational and able to provide the services during this interim period with full system implementation without interruption. The additional time is necessary to allow sufficient time to competitively award the new RSIS procurement. The FRA anticipates issuing a solicitation for this requirement on or about July 2009. The Government does not require individual acknowledgement by potential respondents. This will be an 8(a) competitive requirement, NAICS 541513 with a size standard of $25.0 Million. The Federal Railroad Administration (FRA) intends to award a performance-based contract for the operation, maintenance and enhancement of the Office of Safety’s Railroad Safety Information System (RSIS). RSIS houses information on train accidents/incidents, casualties, crossing accidents, railroad inspections and the attributes of the nation’s highway-rail grade crossings. RSIS is the system through which FRA management monitors its mission of providing a safe railroad system. The FRA regulations on reporting railroad accidents/incidents are found primarily in Title 49 of the Code of Federal Regulations (CFR), Part 225 (49 CFR Part 225). The purpose of the regulations in Part 225 is to provide FRA with accurate information concerning the hazards and risks that exist on the Nation’s railroads. RSIS is comprised of three principal subsystems: the Railroad Accident/Incident Reporting System (RAIRS); the Railroad Inspection Reporting System (RIRS) and the Grade Crossing Inventory System (GCIS). The selected vendor will be expected to provide contractor-site facilities to house the production operations including data center space for the government furnished equipment, circuits, software and data. The required services include: (1) RSIS Hosting Services and Support: Management of GFE Hardware and Software; Network management; Web hosting and support; Production and Disaster Recovery site services; Server management and administration; Email administration (2) RSIS System and Data Management Services and Support: SQL Server database administration; SAS IntraNet and SAS BI platform administration; MS SharePoint (MOSS) administration; Web services administration; Data collection, validation and analysis; Help Desk services; Web content management (3) Application Development, Maintenance and Enhancement: Web application development; Client software application development, maintenance and support (4) Program Management support: Software engineering support; Enterprise architecture support; Security compliance (Certification & Accreditation) support; Business process improvement; Capital planning and investment Control support The period of performance for the contract will include a 12-month base year plus four 1-year option periods. FRA anticipates issuing the subject solicitation on or before January 5, 2009. The solicitation will be issued electronically on the Federal Business Opportunities Website at www.fbo.gov. Interested sources may submit a written request via email to be placed on the bidders list so they can be notified when the solicitation has been released. No telephone requests for the solicitation package will be accepted.
