- This is a pre-solicitation notice for the following: Athletic Jacket, Men's: 1,000 each, manufactured in accordance with USAFA CU 360-07, dated 1 July 2008. Athletic Jacket, Women's: 300 each, manufactured in accordance with USAFA CU 2020-04, dated 1 July 2008. This contract will be supplied with Government Furnished Materials. The material used in the making of the Athletic Jacket will be Government furnished material and a commercial process will be used in assembling the garments. The design specifications include descriptions of items lengths and sizes, commercial descriptions of the thread and cloth, which is in simplified terms, an instructional pattern. Within the USAF Academy, specifications and citations of commercial standards are included. Quantities are as follows: Line Item Description, 0001 Quantity: Athletic Jacket, Men's: 1,000 each Line Item Description, 0002 Quantity: Athletic Jacket, Women's: 300 each Note: Size breakdown for both Men's and Women's A-Jackets will be given at the time of award. Delivery date is no later than 1 July 2009. FOB Destination. Request for quote will be available on or about 6 March 2009. The RFQ closing will be on or about 13 March 2009. The RFQ (FA7000-09-T-0035) will be made available electronically on FedBizOpps. The North American Industry Classification System Code is 315228 and the small business size standard is 500 employees. This acquisition is unrestricted. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The following factors shall be used to evaluate proposals: a. Past Performance b. Low Price 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
