Description
The US Department of the Interior, Office of the Secretary, National Business Center- Department of the Interior University ("DOIU") has a requirement for conference facilities for the following: The Intern Program and Speaker Events Branch within the Department of the Interior University (DOIU) manage three forums in the Washington, DC metropolitan area. All programs have their overall mission to provide diverse training opportunities where employees learn from a variety of experts in academia and the private sector. The Senior Executive Service Forum Series provides SES members development and reinforcement of their skills and knowledge in Executive Core Qualifications (ECQs) as defined by the Office of Personnel Management (OPM).The objectives of the Senior Executive Service Forum Series (SES) is to provide an intellectual exchange of ideas on issues related to leadership, policy, and management; provide resources for career and personal development; and strengthen relationships among SES members across federal departments and agencies. The Senior Executive Service Forums series are open to executives from partnering federal agencies and or individually procured event tickets.The award delivery period is: March 18 2009 to June 2009 which is a fixed delivery period and will not exceed twelve non-consecutive months. TASK ORDER OBJECTIVEThe contractor shall have the capability to provide all services/products described in this Statement of Work. The nature of the work to be performed under this contract encompasses providing event rental space to accommodate 300 to 350 participants for the Senior Executive Services forum series which is a 4 hour interactive speaker or author presentation. The event concludes with a book signing by the author if it was designated as such.. PERIOD OF PERFORMANCE The period of performance is: Wednesday, March 18, 2009, Tuesday, April 14, 2009, Wednesday, May 6, 2009, and Tuesday, June 16, 2009 which are preset dates.. DELIVERABLES/DELIVERABLE SCHEDULE In fulfillment of this effort, the Contractor shall furnish all services, experienced personnel, materials, equipment, and/or facilities in accordance with the specific requirements outlined in the following deliverables. All deliverables shall be submitted to the COTR, unless otherwise agreed upon The following are absolute minimum requirements the Contractor must meet: Handicap-accessibility and on-site parking.Uncomplicated access to public transportation in Washington, D.C.Books and administrative support material delivered in advance of the program event date and stored at no additional cost to DOIU.Provide 4 conference spaces on 4 separate dates for up to 300 to 350 participants from 7:00 A.M. until 1:00 P.M. during the specified period.Ample registration space and location for participants to gather and network prior to the start of each event.Provide 36 feet of table space and18 chairs behind the registration tables for the books/materials to sit on during registration.On-site audiovisual capability, including laptop hook-up cables, printer, telephone access, podium, flip charts, easels, and microphone, all with technical support.Does not require a deposit or pre-payment.Space must be available from 7:00 a.m.-1:00 p.m. to accommodate unique time requirements of the scheduled events.Offers in-house catering service for light refreshments.Location in central downtown Washingtpon, DC business districtMust be regisetred in CCR and ORCA Points of Contact: Contracting Officers Technical Representative (COTR) and Program Manager The Contracting Officers authorized technical representative, for this effort is as follows:Archie L. Solicitation clauses FAR 52.212-1, 52.212-2 and 52.212-3 apply and may be viewed here: www.arnet.gov. This combined synopsis and solicitation is authorized at FAR12.102(f)(1). The Government shall award on the basis of "best value" in which a tradeoff process will be used. Per FAR 13.106-1 the Government is not required to state the relative importance assigned to each evaluation factor.Factors include (but are not necessarily limited to): price, convenience, availability, facilities, past performance. interested vendors are asked to submit a proposal via email no later than 5:00 PM Eastern on Tuesday March 10, 2009 to the Contracting Officer marc_g_mackeigan@nbc.gov. Proposals must include a capability statement that the estimated number of participants can be accommodated along with quotes for the rental space, audio visual fees and charges for coffee/tea and pastries for 300-350 participants per function, service charhges and all other vendor charged fees.. Vendors must be able to provide facilities for all four functions. The Government does not pay any deposit fees and will not agree to any cancellation fees. The Government reserves the right to award to other than the lowest price offeror or to make no award under this solicitation. No telephone inquiries will be accepted.
