- Road 2920020 Decommissioning. The Olympic National Forest, Washington, intends to acquire by contract decommissioning of Forest Service Road No. 2920020, Pacific Ranger District. The project consists of the following major items of work: clearing and grubbing; removal & disposal of existing culverts; roadway excavation; drainage excavation; sidecast pull-back, cross ditches, and grade dip; keyed riprap, class 3, at culvert removals & cross ditches; seeding, fertilizing, and mulching, dry method; and install road closure earth mound barrier. This project is located on the Pacific Ranger District of the Olympic National Forest, Sections 11 & 12, Township 29 North, Range 10 West, W.M., near Forks, Washington. Project site may be reached by traveling north from Forks on HWY 101 for approximately 26 miles. Turn right (HWY 101 m.p. 216.4) onto Forest Service Road No. 2918. Follow FS Road No. 2918 for approximately 5.5 miles to the junction with FS Road No. 2920. Turn right onto FS Road No. 2920 and follow for approximately 0.9 miles to the junction with FS Road No. 2920020. Period for performance is from JULY 23, 2009, to OCT. 31, 2009. In-stream work may be performed between JULY 23rd and SEPT. 30th. Project Manager is Mr. Guadalupe Cisneros, 360-956-2353. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $50,000 and $100,000. No bid bond is required. If the contract price is equal to, or greater than, $100,000.00, performance and payment bonds are required for this project. If the contract price is less than $100,000.00, only payment protection is required. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about MAR. 23, 2009. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
