Description
The Department of Treasury, Bureau of the Public Debt, on behalf of The Department of Treasury's Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to issue a competitive 8(a) commercial item solicitation approximately March 23, 2009 for a commercial off the shelf (COTS) software package that has been modified and tailored to specifically meet the needs of TTB to automate the permit application process. At present, permit applications are submitted in hard copy. Permits Online is a critical business need and provides applicants and industry members a web-based e-Government solution to submit original and amended permit applications. Permits Online must provide a secure, front-end, Web-based system that provides the necessary information and options to submit a new or amended permit application seamlessly tailored to the applicant's needs, thus improving customer service through improved speed, accuracy, integrity, and consistency in the processing of applications. The government requires a secure, robust, and scalable system that will facilitate the online submission, routing, and processing of TTB's Original and Amended Applications in order for TTB to authorize applicants to operate alcohol and tobacco related businesses under the FAA Act and Internal Revenue Code. The intended solution shall be consistent with TTB's Enterprise Architecture, provide seamless integration with TTB's other major application systems, and support the receipt and processing of up to 25,000 Original and Amended submissions annually. TTB anticipates awarding for a total life-cycle of 84 months. An indefinite-delivery indefinite-quantity contract will be awarded. This contract type is being used due to the need for a COTS product that will require modification to a specified set of criteria, and because the number of hours required for maintenance support, health checks and upgrade support in the option periods are unknown. Award will be made on basis of the best value to the government. The North American Industry Classification Code (NAICS) is 541512 and the Small Business Size Standard is $25.0 million.
