Description
On or about 1 April 2009, this office will issue Request for Proposals for construction of a Chapel Complex and Religious Education Facility, PN25033 (FY09), Fort Hood, Texas. The soliciatation will close on or about 13 May 2009. This solicitation is RESTRICTED TO SMALL BUSINESS INTERESTS ONLY. The North American Industry Classification System code for this project is 236220 with a size standard of $33,500,000 in average gross annual receipts for the past 3 fiscal years. Site visit is scheduled for 9 April 2009. Provisions in the solicitation documents will provide points of contact, access requirements and other pertinent information. See Obtaining Solicitation Documents below. Project Description: This project is a Design-Build, Request for Proposal for a new multi-faith Chapel Complex using the Army Chapel Standard Definitive Design. The Chapel Complex will provide a regular weekly seating capacity of 600 persons in fixed pews which will allow for a special occasion capacity of 1,191 persons by utilizing chairs in the adjoining expansion area/classroom and activity room spaces. The two spaces are separated by operable partitions. Include all appropriate coordination with the (shared with the Religious Education Facility) site. Staff capacity will generally be 5 persons. Variations and visitors to the administrative staff might range from 3 to 10 total persons, combined. Provide an enclosure for a dumpster container and a small 150 SF exterior storage building for yard equipment. The basic plan is relatively fixed, although slight revisions to accommodate structural members or similar features are acceptable. The general concept behind the plan is to allow for the support of multiple faith groups with a minimum of spaces devoted to any particular faith group, and to provide for a great deal of flexibility in how each individual space might be used. Consequently, visual adaptations that focus on a particular faith group are not acceptable. The project will also provide an Army Standard Design Religious Education Facility that provides a larger activity space capable of seating approximately 160 persons with a raised platform, an array of 10 classrooms of various sizes, and the appropriate administrative and support spaces. Include all appropriate coordination with the (shared with the Chapel Complex) site. Staff capacity will generally be 1 person. Variations and visitors to the administrative staff might range from 1 to 4 total persons, combined. The basic plan is relatively fixed, although slight revisions to accommodate structural members or similar features are acceptable. The estimated design and construction cost of this project is between $10,000,000 and $15,000,000.
