Description: THIS MODIFICATON PROVIDES THE FOLLOWING: 1) DELETES SEQUENCING FROM THE TITLE AND REQUIREMENT; 2) CORRECTS THE DELIVERY ADDRESS; AND CHANGES THE NOTICE AS FOLLOWS:  The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Affymetrix, Inc. in Santa Clara, California to furnish and deliver 96 DNA microarrays for Pseudomonas syringae pv. tomato str. DC 3000. The DNA microarrays will be used to evaluate the global transcriptional response of Pseudomonas syringae DC 3000 and obtain lists of differentially expressed transcripts. Experiments conducted with these DNA Microarrays must produce data that are compatible with existing statistical analysis software. Affymetrix Inc. is the only manufacture that can provide the Microarrays that are compatible with current Affymetrix scanning equipment and will not compromise the research results compiled for the research program in the past few years. Affymetrix shall furnish all labor, equipment, materials, tools, services and supervision necessary to provide the SCHEDULE OF ITEMS - ITEM 01: P/N 000651, Array MygeneChip2, RNA SD 220K QTY.: 96, UNIT: EA, UNIT PRICE: $; AMOUNT: $; ITEM 02: P/N 000657, MygeneChip RNA SD 220K DF, QTY.: 1, UNIT: EA, UNIT PRICE: $; AMOUNT: $; ITEM 03: Shipping and Handling Charges (prepaid and added as a separate line item), QTY.: 1, UNIT: JOB, UNIT PRICE: $; AMOUNT: $. SPECIFICATIONS - The work includes: 1. Pseudomonas syringae pv. tomato str. DC3000 DNA microarray that: a. Contains paired 25-mer perfect match-mismatch oligonucleotide probes to each of the Pseudomonas syringae DC3000 annotated genes in an 11 m format and produced using photolithographic masking technology. b. Is compatible with reagents already available to us, to reduce overall costs. c. Can be processed using Affymetrix GeneChip equipment (GeneChip scanner, hybridization oven, and fluidics station), which is currently available to us. d. Is compatible with data analysis software available to us, to reduce costs. e. When processed, can provide results that are directly comparable to results we have obtained previously with Affymetrix-format microarrays in order to provide scientific consistency. DOCUMENTATION - The Contractor shall provide the library files containing the probe sequences used for the array, and any additional files needed to process the microarray. DELIVERY - Shall be to the 334 Plant Science Building, Cornell University, Tower Road, Ithaca, NY 14853, within 4-6 weeks after the receipt of the purchase order. Delivery shall be between the hours of 8:00 a.m. to 2:30 p.m., Monday through Friday, excl. Federal holidays. Delivery will be FedEx overnight. Upon delivery package will need to be refrigerated. The Contractor shall provide the addressee Melanie Filiatrault / 607-255-6733 advance notification of delivery. Such notice shall be provided in writing, not less than one (1) week prior to delivery. PACKING AND SHIPPING - The Contractor shall be responsible for shipping the supplies. The Contractor shall pack each item for shipment in a new container in such a manner that will ensure acceptance by common carrier and safe delivery at the destination. Containers and closures shall comply with the Interstate Commerce Regulation, Uniform Freight Classification Rules, or regulation of other carriers as applicable to the mode of transportation. The items to be furnished hereunder shall be labeled with the purchase order number and delivered, as a single shipment, all transportation charges paid by the Contractor in accordance with the F.O.B. Destination clause. WARRANTY - Custom DNA microarrays found to be defective, independent of user error, shall be replaced by Affymetrix at no cost to the USDA provided that such defective arrays were used by USDA prior to their expiration date, and the defect was promptly reported with appropriate detail to Affymetrix technical support within 1 year. PAYMENT - The Contractor must be registered for Electronic Funds Transfer (EFT) payments in the Central Contractor’s Registration (CCR) database to receive payment. Payment may be made by a Government purchase order. Final payment shall not be made unless and until the entire shipment has been received and accepted by the Technical Representative. The Commercial Items FAR Clauses 52.212-1, 52.212-4, 52.212-5 which includes 52.203-6; 52.203-13, 52.222-3, 542.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.224-3, 52.232-18, 52.232-33, and it’s addenda which includes: 52.204-04, 52.204-06, 52.214-34, 52.214-35, 52.225-8, 52.227-19, 52.227-3, 52, 232-18, 52.242-17, 52-247-34. The NAICS Code is 334516 with a size standard of 500 employees. This procurement is unrestricted. This is not a request for proposal. No solicitation is available. Companies with the demonstrated capability and financial capacity to provide the above supplies and services must submit a written substantive statement outlining the Company’s and supply’s capabilities, (including price lists). This announcement and any other documents related to this procurement will be available electronically at the Internet site http://www.fbo.gov. The Contractor is responsible for monitoring the FBO website for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents. Contractors are required to acknowledge receipt of all Amendments (if any). If no affirmative responses are received with 5 calendar days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Affymetrix Inc. under the authority of FAR 6.302.
