- This notice is posted pursuant to Federal Acquisition Regulations Subpart 5.2 -- Synopses of Proposed Contract Actions. The 61st Contracting Squadron, Los Angeles Air Force Base (LAAFB), CA intends to solicit for a follow-on contract for Engineering and Environmental Services. It is anticipated this will be a Commercial Firm-Fixed Price (FFP) type contract with Cost Reimbursement line items. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541330, Engineering Services. The size standard for NAICS 541330 is $4M. The government is interested in all small businesses including (8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision.” Required contract work includes a broad range of services. Examples include customer support services; planning and engineering services; environmental services, design, construction management, cost estimating, and real property maintenance. Service areas include the main LAAFB installation in El Segundo, CA, Fort MacArthur, Pacific Crest, and Pacific Heights in San Pedro, CA, the Carson Annex in Carson, CA and Camp Parks in Dublin, CA (all Contractor manpower shall work out of the main base in El Segundo, but may be required to perform temporary services at other LAAFB properties). The contract is anticipated to begin 15 July 2009 with a 20 day transition period (25 June – 14 July 2009). The basic period of performance is anticipated to be one year (15 July 2009 – 14 July 2010), with up to 4 one-year options. The desired acquisition schedule is as follows: solicitation release – 31 March 2009 (RFP will not be issued sooner than 15 days from this notice), proposals due – 30 April 2009 (30 day proposal period), evaluations completed – 4 June 2009, award – 25 June 2009. Multiple awards are not being considered. A source selection will be conducted in accordance with AFFARS 5315.3 at Los Angeles AFB, CA. The evaluation technique to be utilized for the contemplated award of the issued solicitation is Performance Price Trade-Off (PPT). Under PPT, past performance will be evaluated. A Request For Proposal (RFP) will be released, no sooner than 15 calendar days after posting of this notice, on the Federal Business Opportunities website: http://www.fedbizopps.gov/ (FedBizOpps). Interested parties are encouraged to check the site for new documents and updates on a regular basis. Documents may be downloaded from the website; the Government does not intend to provide hard copies of any documents. No telephone calls for these documents will be accepted. Potential offerors are invited to submit questions, comments, and suggestions concerning any and all documents.
