Description
The U.S. Department of Labor/OASAM/OPS, Division of Job Corps A&E and Construction Services is soliciting construction services for improvements to the wastewater treatment plant at the Kittrell Job Corps Center located in Kittrell, North Carolina. These construction services will involve the upgrade and installation of several systems, including a new clarifier, improved piping configurations and pumps, an ultraviolet disinfection system, a sand filter and miscellaneous electrical improvements. The composite improvements to the wastewater treatment plant shall allow the treated effluent to satisfy the State regulatory agency requirements (DENR). The period of performance is 210 calendar days, with substantial completion to be achieved within 180 calendar days from notice to proceed. The total estimated construction cost range is between $500,000 and $1,000,000. Plans and specifications will be available on March 24. 2009, and can be downloaded from Solicitation No. DOL099RB20666. The Pre-Bid Conference will be held on April 9, 2009 at 10:00 AM EST at the project site. This will be the only opportunity to visit the job site prior to submission of bids. The Bid Opening is scheduled for April 28, 2009 at 2:00 PM EST and will be held at 2101 Wilson Boulevard, Suite 200, Arlington, VA 22201; ATTN: Lawrence Glover, Document Control Manager, (703) 516-2200. The North American Industry Classification System Code for this acquisition is 237110, Water and Sewer Line and Related Structures Construction. This is a cascade solicitation. This cascade solicitation is a Partial Small Business Set Aside. HUBZone, small disabled veterans, women-owned, small disadvantaged businesses, and 8(a) businesses are encouraged to apply. Small businesses are also encouraged to apply for HUBZone certification. Information regarding HUBZone can be found at http://www.sba.gov. The Small Business Size Standard is $33.5 million. In accordance with Subpart 14.101 of the Federal Acquisition Regulations (FAR), bids will be evaluated without discussion. Award will be made to the low responsible bidder whose bid conforms to the requirements of the invitation and has been determined to be most advantageous to the Government, considering price and price related factors. 1) The award resulting from this solicitation will be made using the following cascade set-aside order of precedence: (a) Tier 1 – In accordance with FAR 19.301-1, any award under this solicitation will be made on a competitive basis first to a Small Business concern, provided that there is adequate competition among such firms. (b) Tier 2 – If there is inadequate competition for award under the third tier, award will be made the basis of full and open competition considering all offers submitted by responsible business concerns. (2) Adequate competition shall be deemed to exist if - (a) At least three bids are received from responsible business concerns at the tier under consideration; and (b) Award will be made in accordance with the requirements set forth in Part 14 of the FAR. Questions, explanation or interpretations of the solicitation, drawings, specifications, etc., must be submitted in writing and sent to the attention of: John Boyer, Project Manager, boyer.john@dol.gov within 10 calendar days before the bid opening date. This will allow a reply to reach all prospective bidders before the submission of their bids. Bidders unable to comply within the 10-calendar day requirement should bid the contract according to your best interpretation of the plans, specifications, and amendments.
