Description: This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation Number W912EE-06-T-0010 is being issued as a Request For Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-29. THIS PROCUREMENT IS 100% SMALL BUSINESS SET-ASIDE AND ISSUED UNDER NAICS CODE 541370 (SIC 8713) WITH A SIZE STANDARD OF $4.5 MIL FOR A FIRM FIXED PRICE CONTRACT. This procurement may be quoted as follows: Line Item 000l Supplies/Services: Provide all labor, equipment, fuel, aircraft, etc. necessary to perform aerial video recorded surveys of channel projects Quantity: 1, Unit: Job, Unit Price: $ _________; Total amount of Line Item 0001 $ ____________. The US Army Corps of Engineers, Vicksburg District, Red River Project Office and Vidalia Area Office have a requirement for performing aerial video taping of the channels listed below in Southwest Arkansas and Northern and Central Louisiana. 0001 Aerial video recorded survey. SCOPE OF WORK: Contractor shall provide all labor, equipment, fuel, aircraft, etc. necessary to perform aerial video recorded surveys of the channel projects listed below. No Government employees will be carried on the aircraft. The video shall be of such clarity that permits evaluation of the degree of vegetation encroachment within the prescribed channel clear opening widths. Additionally, video clarity shall be sufficiently sharp and crisp to properly identify types of vegetation for use in planning herbicide control measures. The video shall be in digital format of good commercial quality and be suitable for hard copy DVD reproduction and production of high quality, high resolution digital jpeg format image frames with superimposed text from any point in the video. Any standard commercial digital video format that allows for capturing individual high quality, high resolution digital jpeg image frames at any point within the video, with superimposed text, may be used. All surveys shall begin at the upstream limit of each channel, end at the downstream limit, and include an area encompassing approximately 50 feet on either side of the channel bank in the field of view. Continuous superimposed textual display noting channel title, aircraft speed, latitude/longitude, time, date, heading, and altitude must be provided, along with audio comment from the videographer/pilot describing vegetation cover or encroachments, damaged areas, or any other information deemed useful in demonstrating the status of maintenance of the channels. Close-up zoom and slow-motion must be used at those types of areas identified as points of special interest in the pre-flight briefing to be scheduled prior to commencement of work. Two sets of quadrangle maps with the limits of work annotated will be furnished to the Contractor at the briefing. All surveys must be completed and individual DVDs for each channel listed (3 copies each) shall be prepared and delivered not later than 15 April 2009 within 5 days of issuance of the Notice to Proceed to: For the Red River Project Office channel list: Attn: David Dupre Red River Project Office 276 Miller Rd. The Government will evaluate the Contractors performance by appointing a Quality Assurance Representative (QAR) to inspect the individual videos submitted. The inspection will determine compliance with the contract requirements, including accuracy of channel locations depicted, accuracy of data inscribed on the video, ability to easily understand audio comments, and overall visual quality of the video. Any videos or portions thereof that are found to be unacceptable for any reason shall be resubmitted at no additional cost to the Government. Acceptance of the final video product will be accomplished by the QAR following his determination that the video meets all requirements of the contract. The Contractor shall not invoice for the services until such time as he receives the QARs notice of acceptance. Submittals. The Contractor shall submit the following information with his quote with a copy to each of the above listed offices: 1. A general narrative description of the capability (to include relevant experience and recent past performance) of the Contractor to perform the required services along with a description of the aircraft and type of video equipment to be used to perform the service. This narrative should also include the Contractors description of how they intend to perform the services and achieve the desired quality outcome. 2.
