Description
The USCG Engineering Logistics Center has a requirement for repair/refurbishment and requesting quotes for the following: 1) NSN 4130-01-459-4305, COMPRESSOR UNIT, REFRIGERATION, CARRIER TRANSICOLD COMPANY, PART#: 06DE-8240DA0600, Quantity 13 EA, in accordance with the following overhaul description: INSPECTION AND OVERHAUL DESCRIPTION 1. SCOPE: U.S. Coast Guard ELC requires complete overhaul services for the following item: NSN:4130-01-459-4305 Item Name: Compressor Unit, Refrigeration P/N: 06DE-8240DA0600 1.1 The overhaul requirements described herein are intended to be the minimum necessary and are not intended to replace any procedures, controls, examinations or tests normally employed by the contractor to assure the quality of the product. Overhaul is intended to restore the compressor to a serviceable condition capable of performing to the same standards as new. 2. Applicable Documents: The documents listed in this section form a part of this specification to the extent as specified. Unless otherwise indicated, the documents are included in the current Department of Defense Single Stock Point of Specifications and Standards (DODSSP) and supplements thereto. 2.1 Coast Guard Document: The following document is not listed in DODSSP. a) COAST GUARD SPECIFICATION: D-000-100 Bar Coding for U.S. Coast Guard Engineering Logistics Center Material. 2.2 Commercial Documents: Commercial documents may also be listed in DODSSP. A) National Conference of Standards Labs: a) ANSI/NCSL Z540-3 Calibration Laboratories and Measuring Equipment, dated 1/1/2006. 3. Requirements (Preliminary): 3.1 Preliminary inspection: Contractor shall conduct a preliminary inspection of the item(s) delivered for overhaul to ensure completeness of each item and to ensure that what is delivered coincides with that as stated on the applicable delivery order. Contractor shall report any discrepancies to the Coast Guard Contracting Officer. No further work shall proceed until the discrepancy is resolved. 3.2 Open and Inspect: Disassembly and inspection shall be conducted to determine estimated cost of overhaul. A written estimate to include material, labor, testing, preservation, packaging, packing and marking cost shall be submitted to the Coast Guard Contracting Officer. Estimate shall be submitted for approval prior to the start of overhaul work. Material shall be broken down to include all replacement parts used in the overhaul. Parts shall be listed by "Item name, manufacturer’s part number and cost each. Estimate shall include repairs or renewing of the skid mounted container. 3.2.1 The Coast Guard shall make the final decision to proceed with overhaul based on the contractor's inspection findings. The Coast Guard shall also determine the disposition of any item that is determined not suitable or, otherwise, not cost effective to overhaul. 3.3 Requirements (General): Refrigeration compressor shall be overhauled and tested in accordance with current York International Corporations design and technical specifications. 3.4 Replacement Parts: All replacement parts used in overhaul shall only be "new" original York International parts. After market, substitute, reclaimed or recycled parts are not acceptable and shall not be used. 3.5 Core Assembly Exchange: If available, the contractor may exchange the A/C compressor submitted for service with a new or rebuilt core assembly from the contractor's inventory. Contractor shall outfit the core assembly so it meets the exact configuration of the model compressor it is being exchanged for. If a core assembly is to be used, the contractor's inspection report shall indicate as such, and if the replacement core assembly is new or remanufactured. 3.6 Painting: All surfaces intended to be painted shall receive a new paint coating in accordance with York International standard practice for new compressors. Color shall be machinery gray or black. Proper surface preparation in accordance with the paint manufacturers instructions is required. These paint requirements shall also apply to overhauled refrigeration condensers. 3.7 Testing: After completion of overhaul the contractor shall conduct any standard performance tests necessary to assure maximum design performance. Contractor shall provide certifications of successful performance tests. One certification shall be placed in the box with each unit and a copy for each unit shall be forwarded to the Coast Guard Contracting Officer. 3.8 Delivery: Overhauled compressors shall be delivered to the Coast Guard ELC completely assembled and ready for installation and use. Contractor shall preserve, package and mark each compressor or condenser in accordance with part 5 below. 4. Quality Assurance: 4.1 Responsibility for Inspection: The contractor is responsible for all inspections and testing as required herein or otherwise necessary to ensure that the compressor being serviced is returned to the same operational standards as an identical new compressor. The Coast Guard reserves the right to perform its own inspections at the contractor's facility at any time during the overhaul process. The contractor shall provide the Coast Guard Contracting Officer with no less then seven (7) days advance notification prior to the commencement of final inspections or testing. 4.2 Calibration System: All equipment used for testing overhauled compressors shall be calibrated. The Contractor shall maintain a test equipment calibration program in compliance with ANSI/NCSL Z540-3. The program shall be documented and traceable to the National Institute of Standards (NIST). The calibration system records shall be maintained for inspection for the duration of any contract referencing this specification. All test equipment shall have a valid calibration test sticker. The Coast Guard reserves the right to conduct its own inspections at any time during the course of the contract. 4.3 Warranty: Contractors standard new compressor warranty shall apply to compressors overhauled under the contract. 4.4 TESTS AND INSPECTION REPORTS: Contractor shall supply a copy of any standard inspection and test report that is either specified by this statement of work or not, to the Coast Guard Contracting Officer. 5. Preservation Packing and Marking: 5.1 Preservation: Each overhauled compressor shall be preserved in accordance with the contractor's standard practice for protection against deterioration during long term warehouse storage and multiple shipments. 5.2 Packaging (Shipping Container): 5.2.1 The compressor shall be packed in an upright position in a totally enclosed "reusable" wood-shipping container. a) Container shall be constructed of minimum 1/2" thick plywood or boards and have suitable wood reinforcement for strength. b) Container shall be constructed with woodscrews of suitable size and length. No nails or staples shall be used. c) Container shall have a removable lid for ease of removing and loading the contents. d) Container shall be skid mounted for lifting and transporting by fork truck. e) Container shall have suitable blocking and cushioning where necessary to hold the contents in a secure position during shipment. 5.3Identification Marking (Shipping Container): Box shall be marked in legible 1/2" minimum height black waterproof print on a highly contrasting painted background with the following information. a) NSN: 4130 01-459-4305 b) Item Name: Compressor Unit, Refrigeration c) P/N: 06DE-8240DA0600 d) Contract Number: e) Shipping Weight: f) The following Statement: U.S. COAST GUARD ELC MATERIAL 1 EA, CONDITION "A". 5.4 BAR CODING: The stock number shall also be bar coded in addition to the numerical marking. A) All bar coded labels shall be in accordance with ELC Bar Coding specification number D-000-100. a) The actual labels shall be Type "V", Grade "C", Style "2", Composition "a". b) The Bar Code Label can be applied separately or as part of the marking required in 5.3. 6. Notes: 6.1 Acceptance: Acceptance will be made at destination by a government representative. DELIVERY TERMS: Inspection Report shall be provided by the successfully awarded Contractor with in 14 days of receipt of Government furnished property. Delivery of material shall be within 45 days after authorization is given by the Coast Guard to the Contractor to proceed with repair. EVALUATION FACTORS: QUOTES WILL BE EVALUATED BY USING THE BEST VALUE METHOD UTILIZING PRICE, PRICE RELATED FACTORS AND PAST PERFORMANCE. PRICE RELATED FACTORS INCLUDE; Cost to Government to ship GFP to contractor and cost of a QA trip, if applicable. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY. Substitute parts are not acceptable. It is anticipated that a non-competitive sole source Purchase Order will be issued for this item to CARRIER TRANSICOLD COMPANY OR THEIR AUTHORIZED DISTRIBUTORS. It is the Governments belief that only CARRIER TRANSICOLD COMPANY and/or their authorized dealers/distributors can furnish the required parts and ensure the proper fit, form and function of all its components. Concerns having the expertise and required capabilities to repair these compressors are invited to submit complete information that must include an authorization letter from the Original Equipment Manufacturer (OEM) certifying the following: That the proposed contractor can obtain all OEM drawings, technical data, and parts required to repair these compressors in a timely fashion, in order to comply with required delivery terms set forth should a Purchase Order be issued from this solicitation. This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in subpart 12.6 of the FAR, FAC 2005-29 (JAN 2009) and as supplemented with additional information included in this notice, and FAR Part 6.302.1. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Quotations shall include: proposed delivery in days, pricing for all items with shipping included in unit price, the company Tax Information Number and DUNS Number. Copies of CGAP clauses may be obtained electronically at: www.uscg.mil/acquisition/procurement/pdf/CIM_4200_19H.pdf Ombudsman Program The Coast Guard Ombudsman Program for Agency Protests is a program intended to encourage interested parties to seek resolution of their concerns informally within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the General Accounting Office (GAO) or other external forum. It is designed to resolve contractor protests in a faster, less expensive manner than could be accomplished at an external forum. Concerns of interested parties can be resolved through independent, government binding adjudication taking place outside the procuring activity's chain of command. Filing Agency Protests It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman: Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman: Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester’s concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency’s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
