Description
No Proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers-Little Rock District is anticipating releasing a new solicitation to award two separate Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC). Typical requirements issued under the military and civilian U.S. Army of Engineers, Southwestern Division customers are anticipated to be primarily associated with new construction, maintenance, repair, replacement, renovation, minor construction, (including asbestos and lead base paint abatement), restoration, or modernization of a wide variety of facilities. Efforts may include, but are not limited to, planning, design, and installation/construction of the following systems: HVAC, plumbing, electrical, elevators, building envelope, fire protection, AT/FP, powerhouses, dams, bridges. The combined Southwestern Division program need is anticipated to be $100 million over a five year period. The principal NAICS codes are 236-Construction of Buildings, 237-Heavy and Civil Engineering Construction. The small business size standard is $33.5 million. 238-Speciality Trade Contractors for which the small business size standard is $14 million. The small business successful offeror(s) are required to perform at least 15% of the contract work with their own employees not including cost of materials. Prior Government contract work is not required for submitting a response under this sources sought synopsis. These IDIQ, MATOC type contracts are designed to provide for multi-tasking of construction services with material provisions and fixed labor rates for a wide variety of services including Design-Build Construction, Construction Remediation, Alteration, and Repair of real property to include, but not limited to, planning, designing and constructing new and/or renovated facilities for military and civilian customers within the geographic boundaries of the U.S. Army Corps of Engineers, Southwestern Division, primarily the Little Rock District consisting of Arkansas and Southern Missouri. However, work is anticipated within other Districts of the Southwestern Division. The Southwestern Division includes the following U.S. Army Engineers Districts: Fort Worth District, Galveston District, Tulsa District, and Little Rock District. The Civil Works boundaries consist of all or part of six (6) states including AR, KS, LA, MO, OK, and TX. The Military boundaries consist of all or part of five (5) states including AR, LA, NM, OK, and TX. Anticipated solicitation issuance date is on or about 2 Jun 2009 with the proposal due date 6 July 2009. Offerors response to this Synopsis shall be limited to 3 pages and shall include the following information: Offerors name, address, point of contact, phone number, and e-mail address. Offerors capability to perform a contract of this magnitude and complexity (include offerors in-house capability to execute design construction, comparable work performed within the past 5 year brief description of the project, customer name, timeliness of performance, customer satisfaction and dollar value of the project.) Offerors Business Size (whether HUBZone, Service-Disabled Veteran Owned Small Business, or 8(a), Offerors Bonding Capability (construction bonding level per contract and aggregate in dollars).
