- General Notice: The purpose of this notice is to announce that the Government intends to enter into a contractual agreement with Sea Island Software, Inc. to provide hurricane planning services through the operation and maintenance of HURREVAC. The Government is interested in determining if any other businesses can provide for the operation and maintenance of HURREVAC as described in this solicitation. General Information: The multi-agency National Hurricane Program (NHP) helps protect communities and residents from hurricane hazards through various projects and activities. Established in 1985, the NHP has also prepared numerous Hurricane Evacuation Studies (HES) and provided tools and technical assistance to State and local agencies in developing hurricane evacuation plans. To support the management of HES data, the NHP commissioned the development of HURREVAC (HURRicane EVACuation) in 1988. For the past 20 years HURREVAC has been used by emergency managers to assist their evacuation decision making. HURREVAC is a restricted-use, real-time computer program funded by FEMA and USACE. Its intent is for government emergency managers to track hurricanes and assist in evacuation decision-making for their communities based on information developed during the the HES process, and real-time forecast data distributed by the National Weather Service (NWS) and the Tropical Prediction Center/National Hurricane Center (NHC). HURREVAC has over 18,000 registered government users at all levels. Requirements: The objective of this Sources Sought is to determine if any other vendor has the experience to operate and maintain HURREVAC year-round, provide real-time technical support for HURREVAC users, and prepare and conduct HURREVAC training consistent with the goals and objectives of the NHP. Responses: Responses should include their current business structures: (a) name of Company-include contact persons name, company address, telephone numbers (voice and fax), e-mail address and (b) Company size (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc). Also, the submission should include a description of your companys abilities and experience with the above listed requirements. Responses to this announcement will not be returned. All submissions will be reviewed based on recent and past performance regarding HURREVAC expertise and experience. Based on the Governments review, the Government may contact respondents for additional information or ask the respondent to present or demonstrate their proposed methodologies or capabilities to the NHP.
