Description
Small Business Sources Sought Announcement This is a SMALL BUSINESS SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses) having in-house capability to demonstrate an ability to initiate and oversee local, regional, and national outreach/educational activities through use of field offices and/or partnerships with other organizations with these means, as well as: expertise in conducting scientific evaluations; managing meeting logistics; hiring, training, and managing ‘in the field' professionals charged with disseminating NIDA materials; mass media marketing; special event planning, and in building partnerships with medical associations and other entities that specifically target physicians and physicians in training. A qualified Contractor will be able to demonstrate through the successful management of ambitious multi-million dollar projects the ability to carry out the tasks associated with this Acquisition as well as draw on past experience to provide recommendations and assistance with strategic planning to meet NIDAs goals and objectives for our outreach to this population. It is anticipated that there will be at least 6 subcontractors to the Contractor, four of which are already determined through our existing work with the NIDA Centers of Excellence for Physician Information located at universities around the country. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: 1) Oversee and coordinate the activities of the Centers for Excellence (CoE) in Physician Information, including the development, implementation and dissemination of NIDA-funded curriculum resources at medical schools around the country. 2) Manage the evaluation of a web-based education module targeted to medical students. 3) Facilitate the marketing and promotion of NIDA tools and resources for practicing physicians, including, the use of regionally-based "representatives" to provide physicians and their practices on-site introductions to the materials and training on how to use them. 4) Develop research-based resources, or adaptations of already developed resources, to support NIDA's outreach to physicians and their patients. Associated with each of the four main components are activities that require demonstrated experience and expertise to manage this project, including high level organizational and management support. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government's use. Any proprietary information should be so marked. Interested organizations presenting a capability statement must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Codes, 5) business size and status, and 6) capability information in response to the requirement; and 6) type of small business your organization classifies itself as. Please submit written capability statements by March 23, 2009 to the NIDA Contracting Officer.
