The U.S. Geological Survey, Western Ecological Research Center, Moreno Valley, CA has a requirement for non-personal research and specialized skill services to evaluate the desert tortoise (Gopherus agassizii) for clinical signs of health and disease. The solicitation number for this procurement is 09WRQQ0066 and is issued as a request for quote (RFQ). This is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 541690 with an applicable size standard of $6.5M. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. EVALUATION/AWARD: The Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. Evaluation criteria are as follows Lowest Price Technically Acceptable (List Technical Aspects)/ Price. The successful contractor must possess federal and state permits allowing the handling of the referenced species and must demonstrate skill in evaluating desert tortoises for clinical signs of health and disease, drawing blood from the subcarapacial and brachial veins and conducting nasal lavages of the desert tortoise, proficiency in taking digital images (professional quality) using macro lenses, field record of finding live tortoises and signs of tortoises (shell-skeletal remains, tracks, scats, burrows, caves, drinking sites etc.), evaluating tortoise habitat characteristics (perennial vegetation, annual plants, topographic types, attributes of soils and surficial geology of importance to tortoises), and skills to change or attach radio transmitters. The Contractor shall provide staff capable of maintaining a high level of quality control of fieldwork and data sheets. All offerors must be Central Contractor Registered (CCR) and online representation and certification application (ORCA) must be activated.
