- This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DE-RQ65-09WG82201 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. A fixed price contract will be awarded using Simplified Acquisition Procedures. This procurement, NACIS 811310, ($7.0M) is a 100% Small Business Set-aside requirement. Requirement is for: 1. Provide work-crew, tools, test equipment & Oil Processing equipment to remove the oil and replace 3 69kv, 3 34.5kv and 1, 24kv Government furnished bushings. Process the oil from GC KZ2A which is a 1978 Conservator capped 3 phase 230/69/25KV transformer, and fill the transformer according to ASTM & IEEE Standards for EHV transformers to its full capacity. Western will provide containers to store the oil. 2. Contractor will prepare transformer for Vacuum and oil processing. 3. Western will isolate and ground transformer. 4. Western will provide all needed Dry Air for transformer work. 5. Contractor to remove identified bushings and install new bushings (Government furnished) 6. Contractor to provide additional transformer oil as needed. Contractor to fill the equipment to the required full and top oil level. 7. Make all necessary tests on the transformer oil, document results in a report and provide Western a copy of these initial findings. 8. Drawings and Data Furnished by Western.......................... 7 ATTACHMENT A STATEMENT OF WORK/SPECIFICATION Glen Canyon Sub Station Transformer KZ2A Bushing Removal & Replacement & Oil Processing and Fill A. THE REQUIREMENT A. GENERAL: It is required that the transformer designated KZ2A, at the Glen Canyon Sub Station, in Page Arizona, will need the oil removed from it and stored in Western provided containers, the Contractor will remove and replace identified bushings, process the oil and fill the transformer according to ASTM & IEEE Standards for EHV transformers. 1. TIME FOR REPAIR: The work described under the Technical Requirements paragraph shall be completed approximately no later than May 8th 2009. After the award of Contract, the Contractor may begin work by approximately April 21 2009. This time frame could fluctuate do to circumstances outside Westerns control or operational needs of the system. PLACE OF REPAIR WORK: The repair work shall be accomplished at the present location where the transformer resides, which is Glen Canyon Substation, located in Page Arizona. From Page on Highway 89 travel across Colorado River Bridge. Substation is on the left (West) side of the highway, immediately after the bridge and opposite from the Glen Canyon Dam Visitors Center 2. SAFETY AND HEALTH: All delivery, unloading, and/or repair operations shall comply with OSHA 1926, Safety and Health Standards for the Construction Industry. Hard hats shall be worn on all construction sites and storage areas. The representative designated to receive the equipment has the authority to stop all work, or portions of the work, for noncompliance with the above safety and health requirements. B. DESCRIPTION OF THE WORK 1. REPAIR TECHNICAL REQUIREMENTS: Repair requirements are as follows: GENERAL: The work is required on a 1978 GE 3 Phase Autotransformer, serial number 100880 instructions GEKI-48947. The transformer is rated at 25 MVA. The voltage is 230/69KV Grounded y/24.9-kv Delta. The transformer holds approximately 12,210 gallons of oil. a. CONTRACTOR PROVIDED MATERIALS: The Contractor shall provide all necessary work-crew, tools, test equipment, oil processing and filtering equipment, to perform all work as necessary. This work will follow all ASTM and IEEE Standards for the draining, processing of oil and filling for EHV Transformers. Contractor to provide technicians who have experience with the type of work required by this contract. b. Western Area Power Administration Provided Material: Western will provide all Dry air and Nitrogen gas needed and provide test results of non PCB contaminated oil. Western personnel will isolate the transformer from the system, install personal safety grounds. At the completion of the work Western will perform a Power Factor, and TTR test on the transformer. 2. PRELIMINARY INSPECTION: Upon arrival at the Substation, the Contractor shall discuss with the Western on site representative, all safety rules and safety regulations to follow while the work is being performed. The Contractor shall then inspect the transformer and work area. 3. ITEMS REQUIRING REPAIR: The following is the work to be performed under this contract: a. Except where specified otherwise, the transformer Oil Processing shall conform to the applicable latest editions of NEMA TR 1 Standard, ANSI/IEEE C57 series and, as specifically applicable, ANSI/IEEE C57.12.00 "Standard General Requirements for Liquid Immersed Distribution, Power, and Regulating Transformers". b.. Remove oil from the transformer and store in Western supplied containers. Remove and replace identified bushings furnished by Western, process the oil and fill the transformer. Dry Air will be provided by Western. c. Remove identified bushings and replace with Government Furnished Bushings. d. Draw vacuum on the transformer as required in this document using the applicable standards. e. Oil-fill the transformer, according to manufacturers recommendation. Bleed all turrets to ensure no air is trapped. Provide all oil processing and filtering equipment needed. Heat oil as required for Hot Oil Cleaning process (See attachment A). The Contractor shall use filtering equipment which will not contaminate the oil with PCBs. Vacuum time will not start until 1Torr is reached. f. During the work, if the Contractor finds additional repair work necessary to make the transformer ready for operation, the Contractor shall summarize the additional repair work required, provide a detailed and accurate cost of repair, and submit this information to the Western on site representative to consider, who will provide acknowledgement back to the Contractor to proceed or not proceed with this additional repair work. g. The Contractor shall fill the equipment to the required full oil level. Insulating oil provided by the Contractor shall conform to the requirements of the latest revision of ASTM D 3487, "Mineral Insulating Oil Used in Electrical Apparatus." The additional oil provided by the Contractor shall have no PCB present. h. The Contractor shall provide all final and required oil analysis testing. Oil tests required shall include the following: Moisture, Interfacial Tension, Dielectric strength, DGA, ASTM D-5837 and Power Factor. The Contractor shall afford Western the opportunity to witness the work and testing. Results shall be given to the Western on site representative once tests are completed. 4. WESTERN REPRESENTATIVES: The following are the Western representatives for this contract: a. The Western on site representative will be Bob Yniguez, telephone number 928-660-1530, e-mail address is Yniguez@WAPA.GOV and one copy of all reports and data shall be given to this person. b. Two copies of oil reports and data shall also to given to the following person: Western Area Power Administration ATTN: Grover Bray P.O. Box 6457 Phoenix, AZ 85005-6457 E-mail address is BRAY@wapa.gov c. WARRANTY: The Contractor shall provide documentation of their vacuum readings, oil temperature and fill pressure during the filling and oil reclaiming process of the transformer. This process shall conform to the applicable latest editions of NEMA TR 1 Standard, ANSI/IEEE C57 series and, as specifically applicable, ANSI/IEEE C57.12.00 "Standard General Requirements for Liquid Immersed Distribution, Power, and Regulating Transformers". 5. DRAWINGS AND DATA FURNISHED BY WESTERN: Western will provide all available drawings and data to the Contractor as needed. ATTACHMENT A GCS KZ2A TRANSFORMER STATEMENT OF WORK Contractor will need to remove the oil from a 1978, vintage Three Phase GE Autotransformer; the transformer is rated at 25 MVA. The voltage is 230/69/25.9kv Wye to delta Autotransformer. Glen Canyon will not have any supply power. Contractor will have to supply its own source of power. A Conservator tank constant pressure system is used on this transformer. The transformer holds approximately 12,200 gallons of oil including Conservator. The Contractor will contact Westerns on site representative and receive a Special Work Permit from them. They will then go over the Clearance boundaries and Westerns Safety procedures. The contractor will remove the oil and replace the identified bushing with new Government furnished bushings. Contactor will then draw 4 hours of vacuum, fill transformer with Dry Air or Nitrogen and take a Dew Point reading 24 hours later to determine how long of a vacuum needs to be pulled on the Transformer, or have an equal alternate means of determining length of vacuum that complies with ANSI/IEEE C57. At this time the Contractor will notify the Western Representative of how long vacuum is to be pulled prior to oil filling the transformer. After concurrence of vacuum time from the Western on site representative the contractor shall start the Vacuum and Oil filling Process of the Transformer. The 24 hour Vacuum time will not start until 1 Torr Vacuum is reached.. The awarded contractor will follow except where specified otherwise, the applicable latest editions of NEMA TR 1 Standard, ANSI/IEEE C57 series and, as specifically applicable, ANSI/IEEE C57.12.00 "Standard General Requirements for Liquid Immersed Distribution, Power, and Regulating Transformers" for vacuum filling of EHV oil transformers. The Contractor will use a closed-loop mobile system using connecting hoses between the de-energized transformer and the mobile unit. The entire system including hoses will be filled with oil before the oil filling process is initiated. The oil will be removed from the containment vessels and enter the Oil Processing unit and then into the transformer. Oil will be returned to the unit at the top. The transformer filling process shall follow the latest the applicable editions of NEMA TR 1 Standard, ANSI/IEEE C57 series and, as specifically applicable, ANSI/IEEE C57.12.00 "Standard General Requirements for Liquid Immersed Distribution, Power, and Regulating Transformers". The awarded contractor must be able to guarantee the finished oil will meet the specifications detailed below. Dielectric 34-kV, Power Factor not greater than 0.10% @ 25 deg. C, Moisture not greater than 10PPM, Acid number will no be greater than 0.03 mg/KOH/g and the Interfacial Tension shall not be less than 36 DYNES/Per Centimeter. The awarded contractor shall also guarantee that the overall transformer insulation power factor is not greater than0.80%. The awarded contractor will have included in his proposal the cost for but not limited to the following items. All men, material, and test equipment required for removing and refilling the oil to the Transformer. The awarded contractors job site representatives and personnel will be responsible for adhering to Western Area Power Administration PSSM and PSOM documentation. The unit will be de-energized and removed from service by Western personnel and a clearance will be issued to a Western representative. Grounds will be installed by Western personnel and a Special Work Permit will be issued to the awarded contractors representative. Upon completion of the job the contractor s representative will release his Special Work Permit to Western representative. The unit then will be tested by Western personnel to insure GC KZ2A is ready to be restored to service. After GC KZ2A has been found ready to be restored to service Western personnel will remove the grounds and release their clearance and restore the unit to service after a 24 hour set time. Destination, WES-H-1020 REQUIREMENTS FOR ELECTRONIC SUBMISSION OF PROPOSALS (WAPA, FEB 2008) The following requirements apply to proposals and/or other documents submitted electronically via the Department of Energy's (DOE) Industry Interactive Procurement System (IIPS) or by other electronic means. The DOE IIPS may be accessed via the "DOE e-Center" web page. a. The terms and conditions contained in the Notice of Disclaimer on the IIPS are hereby incorporated into this solicitation. b. Required file formats: All electronic files must be submitted in one or more of the following Microsoft Office for Windows (Office 2003 or earlier formats) compatible file formats.doc,.xls,.mdb,.ppt; portable document format (.pdf); or graphic file formats.gif or.jpg. Use whichever format is most appropriate for the type of document involved. Engineering drawings, if any, must be in AutoCAD,.pdf, or in one of the acceptable graphic file formats. NOTE: If there are an inordinately large number of drawings, or if the file sizes are prohibitively large for efficient electronic transmission, contact the Contracting Officer before the proposal due date for further instructions. c. Offerors are responsible for ensuring their electronically submitted files are free from viruses and are in a prescribed, readable file format. To avoid making unintentional changes to an offeror's proposal, Western will not translate files submitted in incorrect file formats. d. For purposes of determining the timeliness of proposal submissions, the date/time stamp (DTS) assigned by IIPS will be used unless otherwise specified in the solicitation. e. Electronic signatures. Submission of proposals via IIPS will constitute signed copies of the required documents. The name of the authorized, responsible company official who would normally sign the document shall be entered on the signature line. In addition, the Contracting Officer may require, at his or her discretion, a signed, paper copy of each original signature page to be submitted via US Mail or by facsimile. f. Updates or changes to proposals or other documents originally submitted via IIPS must also be submitted via IIPS. If a conflict or discrepancy is discovered between a paper copy of a contract document, the file posted on IIPS shall be considered the official controlling version of the document. g. Offerors must use discrete file names and descriptions for all files uploaded to IIPS. h. Offerors shall not make changes to Government-originated files/documents (other than for signatures or fill-ins) that must be returned to the Government. Direct questions or concerns about any Government-originated documents to the Contracting Officer. WES-H-1024 LOBBYING RESTRICTIONS (WAPA, FEB 2008) The contractor agrees that none of the funds obligated on this award shall be expended, directly or indirectly, to influence Congressional action on any legislation or appropriation matters pending before Congress, other than to communicate to members of Congress as described in 18 U.S.C. 1913. This restriction is in addition to those prescribed elsewhere in statute and regulation. WES-H-1025 PREFERENCE FOR PURCHASING AMERICAN-MADE EQUIPMENT AND PRODUCTS (WAPA, FEB 2008) It is the sense of the Congress that, to the greatest extent practicable, all equipment and products purchased with funds made available under this award should be American-made. WES-H-1043 FOREIGN VISITORS AND CONTRACT EMPLOYEES (WAPA, MAY 2005) The Contractor must receive prior, written approval from the appropriate Western Security Manager (WSM) before any non-U.S. Citizens (Foreign Nationals) visit or work at any Western Area Power Administration (Western) facility. The Contractor must certify in writing that: 1) each of their employees working under this contract that may visit or be assigned to work at any Western facility is a U.S. Citizen, or; 2) the Contractor shall provide an accurately completed Foreign National Data Card, WAPA Form 3000-72, Attachment ** for each of their Foreign National employees that may visit or work at any Western facility. The Contractor shall forward the completed Form to the COR at least 45 days in advance of each Foreign National employee's visit or their beginning of work. Foreign National employees shall not be allowed on-site at any Western facility without prior approval of the cognizant WSM. Circumstances which do not allow a 45 day notification require prior, written approval of the cognizant WSM. The Contractor shall include this requirement in any subcontract it issues under this contract. Western reserves the right to remove any contract employee from Westerns property pending the conclusion of the Foreign National background check. Offerors responding to this announcement must provide the information contained in 52.212-1, Instructions to Offerors Commercial Items and must include a completed copy of provisions 52.212-3, Offeror Representations and Certifications Commercial Items. The offeror must also provide its, Contractor Establishment code (DUNS Number) and Tax Identification Number (TIN). The Government will evaluate all responsible contractors whose quotation is the most advantageous to the Government considering price and price-related factors: Technical Specification compliance, past performance, and price. Technical specification compliance and past performance are equal, and when taken together are significantly more important than price. The written proposals and the above, required, information must be received at this office on or before 18 March 2009 by 12:00PM PacificTime.
