- This requirement is a Small Business Set-Aside. This is not a solicitation announcement. This is a sources sought. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. The Marine Corps Systems Command, MCSC, Program Manager for Ammunition, PM-AMMO, has a requirement to procure Cartridge, 12 Gauge, Non-Lethal Fin Stabilized, DODIC AA31. The Cartridge, 12 Gauge Non-Lethal Fin Stabilized, DODIC AA31, is intended for use in crowd control situations where the use of non-lethal force is desired. This cartridge is used with the M500, M590, and the M840 12gage auto-loading and pump action shotguns. The cartridge case consists of a brass head containing a primer and propellant charge. The plastic sleeve contains a rubber, fin stabilized projectile. Candidate items must be qualified and capable of meeting all performance requirements without additional research and development. The North American Industry Classification, NAICS, Code is 332992, Small Arms Ammunition Manufacturing. All contractors who provide goods and or services to the DoD must be registered in the Central Contractor Register,CCR. Any forthcoming solicitation will require online certifications and representations, ORCA, http://orca.bpn.gov. Failure to comply with ORCA registration may make the offerors ineligible for award. Responses to this sources sought notice should include a brief description of the technology. Firms should include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs. Firms are to state their business size, NAICS Code, and identify a corporate point of contact. Interested sources may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, past performance, and their capability to provide units upon request no later than close of business 4:00 PM EST, 09 April 2009 to Commander, Marine Corps Systems Command, Attn: Code PMM 2041, 2200 Lester St., Quantico, VA 22134, email wendy.thompson@usmc.mil and laurel.baker@usmc.mil. Questions may be submitted in writing via email to wendy.thompson@usmc.mil. The cutoff for questions will be 4:00 PM EST, 06 April 2009.
