Description
BASED ON RESPONSES RECEIVED TO THE SOURCES SOUGHT NOTICE, THE DETERMINATION HAS BEEN MADE TO ADVERTISE THIS PROJECT ON A FULL AND OPEN BASIS. THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE, 8(A) SMALL BUSINESS OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (Details Below). THIS IS NOT A SOLICITATION FOR BIDS. Prime Contractors who are HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@dot.gov or by telefax to 720-963-3360 (Attn: Brenda McGehee) for receipt by close of business (4 p.m. local Denver time) on March 5, 2009: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility – DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) letter from bonding agent stating your firm’s capability to bond for a single project of $9 million, and your firm’s aggregate bonding capacity; and (4) Detailed descriptions of projects your firm has completed as a prime contractor which are similar in scope to the work outlined under PROJECT DETAILS below. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: The base scheduled for this project will consist of the rehabilitation, restoration, and resurfacing (3R) of approximately 5.36 miles of Route 10 from the Park Entrance to 0.4 miles past the Squaw Creek Bridge. Rehabilitation consists of pulverizing the existing asphalt and base to a depth of 7 inches and resurfacing with 3.5 inches of Superpave Hot Asphalt Concrete Pavement. Also included are the replacement of guardrail end terminals, curb, paved ditch, some drainage structures, and Stream Bank stabilization with gabion baskets.. In addition to the Main Entrance Road, 4 existing parking areas will be rehabilitated with new concrete curb and sidewalk. All of the rehabilitated parking area will meet existing dimensions. One new parking area will be constructed at the Buckhorn Trail Head. This will formalize a structurally stable parking area in place of a deteriorated paved ditch. This project will also include subexcavation, backfill, and resurfacing several locations along Route 10. These areas were damaged by haul vehicles during a previous project and will be repaired and resurfaced to meet the proposed structural section of the adjacent pavement. It is anticipated that this will be a single-season project. The project is anticipated to begin this spring and extend to late summer of 2009. This project is located about 15 miles south of Watford City, North Dakota in McKenzie County. The proposed project is in rolling and mountainous terrain. Elevation is approximately 5000 ft. The route is wholly within Theodore Roosevelt National Park. There is one Option Scheduled for this project which consists of constructing a single chip seal on the remaining portion of the Main Entrance Road from the end of the 3R project to the Oxbow Overlook, from approx. MP 5.36 to MP 14.0. The chip seal will include all existing parking areas within these limits. Pavement markings and signs will be replaced in kind. Principal work items on the base schedule include: lump sum contractor testing; 1,300 ln ft of silt fence; removal of 7,000 sq yd of asphalt pavement; 19,000 cu yds of subexcavation; 14,400 cu yds of select borrow; 480 cu yds of embankment construction; 31,500 sq yds of geogrid; 300 cu yds of placed riprap (various class); 590 cu yds of galvanized or aluminized coated gabions; 94,500 sq yds of pulverizing; 12,100 tons of roadway aggregate; 21,000 tons of Superpave pavement; 520 ln ft of pipe culvert (various sizes); 1,400 ln ft of concrete curb; 2,200 ln ft of asphalt curb; 16,200 sq yds of hydraulic seeding; 16,200 sq yds of hydraulic mulching; lump traffic and safety supervisor; 7,500 hours of traffic control (flagger and pilot car). All of the above along with associated survey and staking; removal of structures and obstructions; raising guardrail; and temporary traffic control devices. Advertisement of this project is based upon receipt of Economic Recovery money.
