- (i) COMBINED SYNOPSIS/SOLICITATION - Channel Islands Air National Guard Station (ANGS), Port Hueneme, California. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit a written quote, to include price quotes for all CLINS for the base year and four option years, on RFQ reference number W912LA-09-Q-9002. The Government requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dunn & Bradstreet Number. A Dunn & Bradstreet number may be acquired free of charge by contacting Dunn & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certification and Representations thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Contractors are encouraged to go on-line at www.bpn.gov to complete its representations and certifications.(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30.(iv) This solicitation is a 100% small business set-aside; the associated NAICS code is 488190 and the small business size standard is $6.5 Million dollars.(v) This combined synopsis/solicitation is for the following commercial service:CLIN 0001- Aircraft Corrosion Prevention Wash Services. The contractor shall wash each aircraft monthly (8) C-130J models). All work performed IAW the Statement of Work (SOW). (vi) Description of requirements are as follows: STATEMENT OF WORK (below).(vii) Period of Performance is 01 Apr 2009-31 Mar 2010. Option years will carry performance out to 31 Mar 2014 if exercised. Performance will take place on Channel Islands Air National Guard Station (ANGS), CA.(viii) FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to perform requirements listed at paragraphs v and vi.(ix) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1. Price, 2. Experience in conjunction with Past Performance shall be used to evaluate offers. Only those offerors receiving a pass assessment will be considered for award. All past performances with (3) references must be faxed or emailed to the attention of karen.wegner@cachan.ang.af.mil. The past performance shall include services provided, contracting agency, contract number, contract value, period of performance and verified up to date point of contact with telephone number and email address. The Government reserves the right to give greater consideration to offerors deemed to have more relevant past performance. *Relevant past performance includes aircraft corrosion cleaning services similar in scope, magnitude, and complexity. Past performance will take into account key personnel, subcontractors used to supply the contact effort, compliance with contract terms and conditions, critical aspects of the contractual effort, and other pertinent data to attain the required services. FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1. Price, 2. Technical Capability (Pass/Fail Assessment): equipment used, and safety practices, 3. Capability Statement (Pass/Fail Assessment), and 4. Experience in conjunction with Past Performance shall be used to evaluate offers. Only those offerors receiving a pass assessment will be considered for award. (x) FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jun 2008) is required for this action. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.
