Description
On behalf of the Office of the Project Manager Heavy Brigade Combat Team (HBCT),Vehicle Health Management System (VHMS) the US Army Contracting Command, Joint Munitions and Lethality Contracting Center, Maneuver Ammo Center is interested in potential sources that have the capability to provide logistics development and support with a focus on early design influence, logistics consequences and cost estimates for decision making, acquisition logistics documents, plus fielding and support plans for the VHMS. The VHMS effort is currently focused on big weapon platforms organic to the Heavy Brigade, like the Abrams Tank, Bradley Fighting Vehicle, and Paladin 155mm Self Propelled Artillery. Because each of these platforms is a complex system by itself, the integration of vehicle health status and maintenance information from an entire Brigade multiplies the factors to consider when acquiring this System. The contractor would help the Integrated Logistics Support (ILS) management team develop and present VHMS logistics plans and products for PM-HBCT and other approvals, then provide oversight for Platform and HBCT implementations. The contractor would work directly for the ARDEC VHMS Logistics Lead who will assign tasks and negotiate schedules, receiving general supervision from the Leader, ARDEC Munitions ILS Competency Team. Plans must be compatible with the Common Logistics Operating Environment (CLOE), Condition Based Maintenance, and Logistics Management Information with intermediate information pull-offs within a Brigade. The contractor would be assigned to lead and/or support efforts like a Logistics Integrated Product Team, supportability analyses, Cost Benefit Analyses (CBA), common VHMS-related hardware and software, user interfaces, communications and database interfaces, comments on VHMS documents developed by an array of working groups, diagnostics & prognostics, plus logistics risks and issues. Related tasks may be assigned in the realm of policy research and papers.
