Description

J&A: Justification For Other Than Full And Open Competition per GSA Letter RSL-2009-01, Feb 19, 2009. Tower space at or above 280' AGL. Site must provide electricity, floor space in a temperature-controled building; buckup emergency power generator; road access; access to telephone lines; and 24/7 ingress and egress. Site need to be sutiated within 21/2 miles from existing station to avoid infringement of Sharing Zone agreed upon by U.S. and Mexico; and provide approximately 40-miles radius coverage without causing interfernence to or by tower owner and its tenants. Uninterrupted transmission is required 24/7; and must meet NWS and Homeland Security restrictions with regard to access.
