The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below US Personal Services Contract Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) RM/IM Merida IT Project Coordinator I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR POSITION DESCRIPTION FOR PSC PROJECT COORDINATOR •This position is one of three positions supporting the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management, Information Management Division (INL/RM/IM). The incumbent serves as a Project Coordinator and is responsible for determining project needs, defining project goals and developing project work plans for myriad multifaceted information technology and communications projects and quality assurance programs for the Bureau of International Narcotics and Law Enforcement Affairs (INL) primarily related to the Merida Initiative. The Merida Initiative is a multi-year program to provide equipment and training to support law enforcement operations and technical assistance for long-term reform and oversight of security agencies. This year, Congress approved an initial $400 million for Mexico and $65 million for Central America, the Dominican Republic, and Haiti. An additional $450 million for Mexico and $100 million for Central America is proposed for FY-09. •The incumbent reports to the Division’s Senior Advisor, and works with Bureau managers, cost/price analysts, financial management analysts, and program offices throughout INL, to ensure project work is completed in an efficient and effective manner, and is in compliance with financial management policies and procedures and in conformance with the Foreign Assistance Act, and other regulatory procedures and guidelines. •The incumbent’s focus will include, but not be restricted to, facilitating in the planning, development and implementation of extremely complex and large-scale programs/projects related to the USG’s support for Mexico and Central American Information Technology and Communications efforts. 2.Duties and Responsibilities •Analyzes project needs, and assists Information Management Division, U.S. Embassy Narcotics Affairs Section (NAS), and other Bureau program office and management staff in coordinating and planning large-scale Information Technology and Communications projects and quality assurance programs for USG vested support activities. Conducts in-depth analytic studies on technical aspects of operational requirements to ensure that both geographic and geopolitical requirements are taken into consideration when making recommendations to senior managers on appropriate course to follow. Defines project scope, which includes defining the work requirements, client programming needs, access and a variety of other issues associated with the project. Based on findings, determines/develops work schedule and budget required to achieve the goals of the project, making recommendations to senior managers on which work can be performed in-house and which requires outsourcing. •Prepares and maintains project work plans and schedules and keeps senior managers in INL apprised of status of projects for which he/she is responsible. •Negotiates and liaises with contracting firms, as well as with other DOS and USG agencies and organizations involved in project. Coordinates activities within the Department and the NAS, among other agencies, and interacts with Mexico, and/or other foreign government(s), as appropriate to ensure their requirements are given full consideration. Determines technical requirements, together with financial requirements, for completion of project, and prepares requisite documentation, meeting with appropriate individuals/firms when necessary to ensure accomplishment of all activities related to the project. •Makes recommendations to senior staff, both in-country and headquarters, on how best to implement changes to improve performance with respect to projects and programs, including the elimination of those which are ineffective or no longer useful, e.g. assists in the development of guidelines and procedures for policy and staffing of local technology and communications personnel, as well as funding requirements. Builds strong relationships with key individuals in the specific areas assigned to achieve greater visibility on program and project implementation, including the collection and reporting of data for overall organizational awareness. •Coordinates all actions with INL’s program officers to ensure that the projects/programs remain accurate, current, and are appropriately handled from inception to completion of the project. Assists Programs Offices and Post(s) to develop clear, detailed, and appropriate requirements for completion of projects to ensure that USG-related problems do not occur during the implementation of the information technology and/or communications programs due to vague or unclear requirements in place at the outset of the process. Facilitate the development and implementation of a regular reporting and monitoring process among all parties involved, e.g. program offices/officers within INL and elsewhere in the Department, INL’s management team, outside contracting firms, NAS officials, and host government officials, when appropriate. •Facilitate the development and implementation of a regular reporting and monitoring process affecting projects/programs with functions and operations that are extensively interrelated in the areas of international narcotics and crime control, and in developing guidance of both a technical and policy nature for staff members on management of complex projects and programs. Participates with others within the Division on development of a centralized, coordinated Bureau information system which would result in standardized accountability information on specific projects between INL post operations, program offices, INL’s senior management team, and all offices within INL/RM, as well as with host government(s) when appropriate. •Analyzes policy and technical documents; extracts information and summarizes to identify significant trends and issues; participates in working groups that develops and makes recommendations to senior level officers on appropriate course to follow on issues which affect over-all Bureau/Department policies. •Drafts position papers and reports for Chief and other senior INL/RM specialists in defense or justification of Division projects vis a vis the management of INL funds, both those allocated on a domestic basis, but with particular emphasis on those allocated to the myriad programs worldwide. Assists in the reviews and/or helps draft justifications for program increases or changes in the budget submissions, particularly those requiring contract actions. Works closely other staff to determine priority resource needs and on justifications for funding requests. •Acts proactively to resolve any problems that interfere with progress and with the completion of the project. Identifies, investigates, and takes corrective actions on routine problems. In those cases where problems cannot be resolved within his/her realm of authority, makes recommendations to supervisor, and other senior managers, on appropriate corrective action, and implements these actions upon approval. •Serves as technical expert and advisor to senior management on all areas of assigned projects, providing them with updates as required. Coordinates technical elements of the IT and communications program with related activities, promoting mutual cooperation in areas that can be combined for more effective results. Reviews reports and papers from staff and contractors to ensure technical accuracy and compliance with Bureau and Department objectives, policies and guidelines. •Works closely with the Bureau’s management team to conceptualize programs and projects, determine project and program needs, and identify priorities based on the benefit or threat to U.S. interests, and opportunities and/or constraints to implement programs abroad. This includes identifying resources, timeframes, and determining funding and personnel requirements needed to implement programs, including program costs, funding sources, and implementing entities. •Attends project team meetings, and keeps senior staff informed on specific issues of interest on project, particularly with regard to costs, and requirements with respect to conformance to applicable laws and other regulatory guidelines. •Maintains up-to-date knowledge and skills in advancements in the field and accurately projects the impact of it on programs. Assesses activities to determine funding requirements and makes recommendation on whether funding is warranted and available. Analyzes budget proposals, expenditure invoices, and evaluates project/program effectiveness in relation to the funding expended. •In conjunction with Senior Advisor and senior INL/RM staff, formulates and/or implements policies for the accounting project/program funds (e.g. imposition of internal limitation on expenditures, tracking and monitoring requirements, and recommendations to senior staff on how best to account for project/program fund usage). •Assist Division’s Senior Advisor in the development and management of large-scale project plan which includes tangible milestones, fiscal responsibility and accountability, performance metrics, resource allocation and usage, and delivery schedules. •Works closely with the inter-agency counterparts and senior staff to forecast workload and operational requirements for use in preparing budget estimates, both developmental and execution. Participates in the development of guidance and instructions for the project teams temporarily working abroad, e.g. Mexico, Guatemala, Honduras, Costa Rica, Panama, Belize, El Salvador, and elsewhere as assigned, on the development and justification of their budget estimates, and reviews final budget submissions to ensure they are in accordance with approved programs and policies. II. Minimum Qualifications •U.S. citizen, eligible for a State Department Top Secret security clearance. •Extensive experience in the program management field. •Applicants must have at least four years experience in program management or related positions, one of which must be equivalent to the GS-13 level in the federal service. •Ability to communicate effectively, both orally and in writing and to interact with individuals at all levels. •Comprehensive knowledge of Information Technologies, Telecommunications, and C4 Communications. III. Desirable Qualifications •A Bachelor’s Degree from an accredited institution in the field of Information Technology and/or Communications management, and/or equivalent experience. •Extensive experience in designing, planning, executing, and managing large Information Technology and Communications programs and/or projects. •Formal Project Management Training/Certification. •Skill in using word processing, spreadsheet, and data base computer applications. Significant Microsoft Excel experience and expertise. IV. Ranking Factors •Comprehensive knowledge of the range of Information Technology and Communications laws, policies, regulations, and precedents applicable to the administration of one or more importance public programs, e.g. international narcotics and law enforcement or related programs. Knowledge and understanding of the agency’s goals and objectives, particularly as they relate to the operations of INL’s programs related to the contract and infrastructure development and execution activities for existing and new post programs as well as how they relate to and interact with provisions of the Foreign Assistance Act and the Bureau’s MPP. •Knowledge of business and industry practices sufficient to evaluate, monitor, and maintain uniform management controls over contractor performance. •Skill in writing and speaking in order to prepare, justify and defend complex programs, policies and procedures, to justify and defend proposals, and to advise program officials. •Skill in interacting with other professionals and support personnel in order to provide assistance and to be able to makes recommendations on project issues which affect international and inter-agency programs. V. EVALUATION CRITERIA Factor 1 Offeror’s ability to manage complex, multi-million dollar information technology and/or communications programs, and to effectively conduct in-depth analytic studies on technical aspects of operational requirements and make recommendations to senior managers on appropriate course to follow on specific projects. (30 points) Factor 2 Offeror’s ability to develop, maintain and monitor integrated reporting systems affecting projects/programs with functions and operations that are extensively interrelated in the areas of international narcotics and crime control. (30 points) Factor 3 Offeror’s ability to apply specific knowledge of projects and program planning in developing funding documents, and in making recommendations to senior staff on management of funds, both those allocated on domestic issues, but with particular emphasis on those allocated to international narcotics and crime control programs worldwide. (20 points) Factor 4 Offeror’s ability to communicate effectively, both orally and in writing, and to interact effectively with others at all levels, in order to prepare, explain and defend complex program/project funding documents, and requirements with respect conformance to applicable laws and other regulatory guidelines, and advise contract and program officials. (20 points) VI. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. Relocation expenses may be paid. VI.
