Description
Draft SOW THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. It is a market research tool (FAR Part 10) being used to determine potential large and small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. It is also a tool to get feedback on the requirement, detailed in the DRAFT Statement of Work. Feedback is encouraged and appreciated. The North American Industry Classification System code (NAICS) is 541990, All Other Professional Scientific and Technical, and the small business size standard is $7M. The Internal Revenue Service (IRS) has a requirement for Critical Infrastructure Protection Interdependencies Analysis Support on five General Support Systems (GSS) that have been identified by the Department of Treasury as assets under the national Critical Infrastructure Protection (CIP) program. The mainframes are dispersed among three US geographical facilities which themselves are designated as national Critical Infrastructure (CI) assets. SKILL REQUIREMENTS: 1.Experience in conducting Interdependencies Analysis in a mainframe environment (GSS), 2.Be familiar with and have utilized Treasury guidance on Critical Infrastructure Protection (CIP) Project Matrix Step 2 Methodology - version 2.1; CIP plan, 2.0; and Cyber CIP Metrics Plan 2.0. 3.Be familiar with IBM and Unisys mainframe architecture. RESPONSE REQUIREMENTS: Potential offerors must submit statement of capability (SOC) that clearly defines the firm’s ability to perform the work stated in this notice in conjunction with the DRAFT Statement of Work. SOC must identify experience in performing Interdependency Analyses for Treasury or other federal agencies including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein. SOC must contain a cover letter including the company name, address, telephone, facsimile, email address, and business classification as established by the U. S. Small Business Administration (SBA). Parties must identify all the following small business size classification(s) for which it qualifies: small business; service disabled veteran-owned small business; and HUBZone small business. SOC must be submitted in writing. RESPONSES MUST BE RECEIVED BY MARCH 17, 2009 4:00 PM, EST.
