IMPORTANT NOTICE NOTICE: Offerors should not use the "DRAFT SOW" under NIHAG2009051 or NIHDA-2008-065R for the submission of your proposal. Offerors should be using the "ATTACHMENT 3" Statement of Work included in the "NIHDA-2008-065-R" RFP dated, February 20, 2009. IMPORTANT NOTICE ABOUT THE SOLICITATION NUMBER: THIS PROJECT ENTITLED NIA INFORMATION RESOURCE CENTER WAS ORIGINALLY ISSUED UNDER THE NUMBER NIHDA2008065, BUT WAS LATER CANCELLED DUE TO A CHANGE IN THE NAICS CODE. A NEW SOURCES SOUGHT NOTICE (FOR THE NEW NAICS CODE) WAS ISSUED ON 01/12/09 FOR THE SAME PROJECT UNDER A DIFFERENT SOLICITATION NUMBER: NIHDA-2008-065- R. THE SUBSEQUENT PRESOLICITATION NOTICE FOR THIS PROJECT WAS ISSUED UNDER NUMBER NIHAG2009051 ON 01/26/09. IT HAS SINCE BEEN DETERMINED BY THE CONTRACTING OFFICE THAT FROM THIS POINT FORWARD THE PROJECT WILL USE THE FOLLOWING NUMBER: NIHDA-2008-065- R. IN ORDER TO ENSURE THAT ALL INTERESTED PARTIES OR OFFERORS HAVE A FAIR OPPORTUNITY TO ACCESS THE SOLICITATION IN FBO IF SEARCHING UNDER EITHER NUMBER, THE SOLICITATION FOR THIS PROJECT (WHICH WILL HENCEFORTH BE KNOWN AS NUMBER NIHDA-2008-065- R ), HAS BEEN POSTED SIMULTANEOUSLY UNDER BOTH NUMBERS IN FBO: NIHDA-2008-065- R AND NIHAG2009051. POTENTIAL OFFERORS ARE ENCOURAGED TO USE THE FOLLOWING REFERENCE NUMBER FOR THIS PROJECT IN THEIR COMMUNICATIONS WITH THE CONTRACTING OFFICE: NIHDA-2008-065- R. The National Institute of Mental Health (NIMH) proposes to issue a Request for Proposals (RFP) No. NIHDA2008065 entitled "NIA Information Resource Center" under a 100% Small Business Set Aside using North American Industry Classification System 561210 with a size standard of 35.5 million. NIMH seeks the support of a Contractor to provide all management, technical, logistical, and administrative services, including, facilities for the continued operation of the NIA clearinghouses, which include the NIA Information Center (NIAIC) and the Congressionally mandated Alzheimer's Disease Education and Referral (ADEAR) Center. In dealing with the public and other clearinghouse users, each of these two national, information centers has a separate and unique identity. The NIAIC disseminates aging-related health education and disease prevention information, and the ADEAR Center provides accurate, timely, research-based information about Alzheimer's disease (AD), its consequences and potential treatments, research, and available services. Each clearinghouse serves a broad audience of the general public, patients and family members, physicians and other health professionals, researchers, special interest groups, service organizations, other government agencies, and the mass media. The nature of the support services for these clearinghouses is to provide day-to-day management and operation of both NIA clearinghouses under the direction of the NIA Project Officer, as well as database development and information management, Web site management and maintenance, public inquiry response, materials development, communications research, outreach, conference support, and materials storage and distribution in support of NIA's mission to disseminate information. A performance based, cost reimbursement plus award fee, one (1) year base contract with four (4), one (1) year options is contemplated. Plans are to award a contract by June 30, 2009. RFP No. NIHDA2008065 is scheduled for electronic release on or about October 15, 2008, and the receipt date of proposals will be due on or about November 26, 2008. The RFP may be accessed through http://www.fedbizopps.gov. It is the offeror's responsibility to monitor the above internet sites for the release of this solicitation and amendments, if any. Please note that the RFP for this requirement will include the Statement of Work, Reporting/ Deliverable Requirements, Performance Based Standards and Measures, Technical Evaluation Criteria, and proposal preparation instructions. All information required for the submission of an offeror will be contained in the electronic RFP package. All responsible sources are encouraged to submit a proposal that will be considered by the NIMH. This advertisement does not commit the Government to award a contract.
