- NASA/LaRC is hereby soliciting information about potential sources for the conductof the Climate Absolute Radiance and Refractivity Observatory Mission (CLARREO), InfraredInstrument Concept Study. The foundation for CLARREO will be its ability to produceirrefutable climate records through the use of exacting on-board traceability of theinstrument accuracy to international measurement standards. Current satellite-based sensors are not designed to meet the accuracy requirements forclimate measurements. Many sensors used for climate measurements are designed to meetoperational weather needs and are not designed to meet the demanding calibrationaccuracies required for climate measurement. The CLARREO mission is intended to meetclimate needs through careful consideration of the instrument design, calibrationtraceability at all stages of development and operation, and spectral, spatial, andtemporal sampling focused specifically on the creation of accurate, long-term climatedata records.CLARREO is one of several Decadal Survey missions defined in 2007 in a report issued bythe National Research Council (NRC). LaRC (in conjunction with NASA Headquarters and theEarth Systematic Missions Program Office) is conducting an integrated Pre-Phase A missionstudy leading to a Mission Concept Review (MCR).In support of the Pre-Phase A mission study, NASA LaRC intends to conduct concept studiesof infrared (IR) remote sensing instruments capable of meeting the CLARREO measurementrequirements. The studies shall cover instrument architecture, instrument conceptualdesign and risk mitigation planning. The objectives of the IR instrument concept studiesinclude the following.a)To verify that suitable IR instrument technologies and concepts either exist, orcould be developed in a timely manner, to meet the requirements of the CLARREO mission;b)To identify promising low-TRL (Technology Readiness Level) IR instrument conceptsso that, if deemed necessary by NASA, development of the associated instrumenttechnologies could be conducted for timely infusion into the CLARREO project schedule;c)To provide NASA with IR instrument concept data that will support NASAs Phase Adevelopment of an overall CLARREO mission architecture and spacecraft configuration; andd)To reduce CLARREO project risk by identifying technological and programmaticchallenges associated with the IR instrument development, fabrication and delivery.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of 5 pages or less indicating theability to perform all aspects of the effort described herein.Responses must include the following: name and address of firm, size of business;average annual revenue for past 3 years and number of employees; ownership; whether theyare large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of yearsin business; affiliate information: parent company, joint venture partners, potentialteaming partners, prime contractor (if potential sub) or subcontractors (if potentialprime); list of customers covering the past five years (highlight relevant workperformed, contract numbers, contract type, dollar value of each procurement; and pointof contact - address and phone number). Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. All responses shall be submitted to James Corliss no later than March19, 2009.
