Request for Quotation for Film, Video and Photo Production Services for the NOAA Coral Reef Conservation Program This is a combined synopsis/solicitation for a 100% Small Business Set-aside for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NCND0000-9-06391 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 512110 and the Business Size is $29.5. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) Office of Ocean & Coastal Resource Management (OCRM) requires film, video and photo production services focused on NOAA Coral Reef Conservation Program. The OCRM is seeking the production of a range of video-related public outreach and communications products. The purpose of the video products is to deliver useful, accurate, and relevant information to audiences regarding coral reefs and to increase public awareness and understanding of the corals and their threats in the United States. The Coral Reef Conservation Program is redesigning its web site to better reach and serve the general public and to include new multi-media products, like videos. NOAA is seeking a Contractor to create, write scripts, edit and produce videos content that will be located on the OCRM web site and that can be used for other outreach purposes including new content for the Ocean Hall kiosk and other opportunities. The four video topics include: 1) Coral Reef Overview (4 minutes); 2) Corals Reefs and land-based sources of pollution (3 minutes); 3) Coral Reefs and the adverse impacts of fishing (3 minutes); 4) Coral Reefs and global climate change (3 minutes). All of the deliverables under this order will require the contractor to work closely with program staff on each project described below. The contractor must also use cost efficient production techniques and approaches to ensure that as much work as possible is transferable to other projects in this contract (i.e., the video captured for the four minute video can also be used in the B-roll and the other three videos). The resulting purchase order shall be awarded on a best value basis and will be firm fixed price. Period of Performance: Date of Award to September 30, 2009. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a quote to perform the work, location, past performance and price to Gina E.
