Description
Commitment to Protect Form Employee Separation Checklist Addendum to Contract Terms & Conditions Statement of Work (SOW) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NLM-09-080-MJK. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. This acquisition IS a 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541612, Human Resources Consulting Services. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate for professional Human Resources (HR) support services for CIT's Executive Office (EO). CIT's mission is to provide, coordinate, and manage Information Technology and to advance computational science for the NIH. CIT supports NIH's research and management programs with efficient, cost-effective information systems, networking services, and telecommunications services. Additional information about CIT's mission can be obtained at http://www.nih.gov/about/almanac/organization/CIT.htm. The contractor shall provide professional services to assist CIT's EO in conducting management analysis activities relative to HR and workforce planning. The contractor shall have demonstrated senior-level subject matter expert knowledge and experience in processing a wide variety of complex Federal HR actions. The work requirements include serving as a consultant to the CIT senior-level management team in performing the following: (1) Prepare draft position descriptions for senior-level Federal positions, and provide advice to CIT senior-level management on Federal classification issues; (2) Provide support to planning deliberations and decisions concerning the allocation and administration of CIT's HR, including serving in an advisory capacity to the CIT EO in the development of long and short-range plans, programs and activities on human capital issues and the solution of organizational and HR problems; (3) Support efforts to plan, design and oversee or perform studies and analyses of management/operational functions related to functional areas of responsibility, operating methods, procedures, and utilization of HR to identify potential problem areas where improvement is desirable; including developing constructive solutions responsive to the demands of a sound Federal HR management program and the CIT mission; and conducting a wide range of critical analytical studies of an administrative or human capital nature for CIT; e.g., CIT's annual Hiring Plan, the annual HR review process, managing CIT's IT freeze request listings, the "A-76 study", and IT sensitivity coverage; (4) Support the development of reorganizations, realignments and other changes affecting the structure or allocation of CIT's HR resources; including reviewing and providing advice concerning the creation of reorganization packages, performing analyses of proposed organizational structures, and suggesting alignment of staff resources to best satisfy program needs; (5) Assist with CIT's transition from a full service hands-on, highly customer-oriented HR activity to an NIH Consolidated Human Resources Organization (HRO); including (a) developing internal policies and procedures to meet CIT goals and objectives, improve the organizational effectiveness of activities, coordinate with the U.S. Department of Health and Human Services (HHS) HRO operations team providing service to the CIT to coordinate, facilitate and/or negotiate issues of importance dealing with pending HR issues, and provide CIT program officials with the information needed to manage their human capital in an effective manner; and (b) developing strategies and procedures to implement NIH-wide personnel management policies and procedures, determining implications for CIT, and developing modifications responsive to the particular requirements of CIT, as necessary, and ways of explaining policies to staff; (6) Identify CIT's human capital needs and assist management in determining how to initiate actions to satisfy those needs, including, but not limited to, reviewing newly proposed position descriptions and vacancy announcements, and crediting plans for senior or unique positions only; and reviewing proposed retention allowance requests or Title 42 stipend increases; (7) Provide advice and counsel to CIT's EO on a broad range of administrative matters involving HR management, including serving as a principal advisor, facilitator and resource person to ensure that responsibilities within the areas of administrative delegations, senior-level compensation, position management, personal services contracts, performance management, etc. are carried out, regulations adhered to, and problems and issues resolved and properly coordinated by NIH HR or other NIH administrative staff; and (8) Support CIT's performance management systems in developing procedures and information to ensure that managers and supervisors are well informed of the requirements of SES, IPP, Title 42 and Commissioned Corps performance management systems, including providing advice on the development of effective performance contracts/plans and working with program officials to assure the systematic evaluation and reward of employees covered under established performance systems. The purchase order period of performance will be for a 12-month Base Period of approximately March 23, 2009 through March 22, 2010, with two successive 12-month Option Periods, on a Time-and-Materials basis [FAR 16.601]; at a not to exceed level of 1,920 labor hours per 12-month period. The following clauses and provisions cited herein are incorporated by reference into this solicitation and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors - Commercial (June 2008), and FAR 52.212-4, Contract Terms and Conditions - Commercial Items (October 2008). The attached Addendum to Terms and Conditions of Purchase Order also applies to this solicitation. FAR 52.212-2, Evaluation - Commercial Items (January 1999), also applies with the following five evaluation criteria (each having equal value) to be included in paragraph (a) of the provision: (1) Demonstrated senior-level knowledge and experience in Federal (preferably HHS) policies, procedures and regulations; (2) Demonstrated senior-level knowledge and experience in processing a wide variety of complex Federal HR transactions, including senior-level experience (preferably HHS) in writing position descriptions for Title 5 and Title 42 positions, and advanced experience and knowledge of Federal position classification rules; (3) Demonstrated senior-level knowledge and experience in conducting, leading and advising on reviews related to Federal HR; (4) Demonstrated senior-level knowledge and experience supporting the development of reorganizations, realignments and other changes affecting the structure or allocation of Federal HR; and (5) Demonstrated senior-level knowledge and experience in developing and providing guidance for Federal (preferably HHS) performance management systems as well as being informed of the requirements of SES, IPP, Title 42 and Commissioned Corps performance management systems. An award will be made to the offeror who represents the best value to the Government whereby each of the five evaluation criteria is given equal value and, when combined, are more important than price. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (February 2009), with their offers. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (February 2009), and the attached Statement of Work (SOW) apply to this acquisition, as well as the following clauses cited therein: FAR 52.219-6, Notice of Total Small Business Set-Aside (June 2003), and FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (October 2003). Offerors must also include a separate section in their offers that respond to the requirements of Provision 11.0, NIH Security - Purchase Order Provisions, of the SOW. Sources having the ability to provide the professional services described above and in the attached SOW and Addendum to Terms and Conditions of Purchase Order shall submit clear and comprehensive information supporting their experience, past performance and pricing.
