- The NASAGlenn Research Center (GRC) is in the process of planning a requiremententitled, "Research and Technologies for Aerospace Propulsion and PowerSystems" (RTAPPS) to support Aeronautics, Communication, Structures &Materials, Space Power and Propulsion. The objective of this proposed effort is to develop, demonstrate, andverify advanced propulsion system technologies as part of NASA'son-going, long-term aerospace research programs addressing a widevariety of propulsion issues. Applications include subsonic, supersonic,hypersonic and rotorcraft transportation vehicles, safety andexploration applications. To fulfill these requirements, NASA plans to release a Request forProposal (RFP) in or about June 2009. This RFP will result in MultipleAwards to various contractors' that can meet or exceed requirements inthe following technology areas: *Area 1: Subsonic Propulsion Systems *Area 2: Supersonic Propulsion Systems *Area 3: Hypersonic Propulsion Systems *Area 4: Rotorcraft Propulsion System Technologies *Area 5: Propulsion System Studies *Area 6: Advanced Aerospace Materials and Structures *Area 7: Advanced Propulsion Controls *Area 8: Auxiliary Power Systems *Area 9: Instrumentation *Area 10:Space Propulsion Systems The NAIS Code is 541712 and 1,000 employees respectively. The purpose of this Sources Sought Announcement is to publicize thefuture release of this procurement and to measure the degree ofinterest/capability of industry both large and small businesses andacademia in the areas of research identified above. To assist NASA GRC in determining the appropriate level ofsubcontracting goals and/or potential participation in the (RTAPPS)effort by the Small Business community, NASA GRC is seeking capabilitystatements from Small, Small Disadvantaged (SDB), Women-owned SmallBusiness(WOSB's), Historically Underutilized Business (HUB) Zone,Veteran Owned Small Businesses (VOSB), Small Disabled Veteran OwnedSmall Businesses (SDVOB) and Historically Black Colleges andUniversities (HBCU). All interested Small Businesses, SDB's, WOSB's,HUB Zone, VOSB, SDVOB, and HBCU that have proven experience and/orcapability in any of the ten (10) areas identified above, are encouragedto respond. To further assist NASA GRC in identifying potential subcontractinggoals, it is requested that all Large Business Concerns recommend smallbusiness subcontracting goals for Small Business, SDB's, WOSB's, HUBZone, VOSB, SDVOB and HBCU. Please include in your response to thissources sought the potential percentage (%) subcontracting goals (byresearch area) that may be offered to such concerns under this effort. A DRAFT Request for Proposal (RFP) is expected to be posted on or aboutlate April early May,2009, for industry review and comment. The FormalRFP will be posted after receipt and review of all Industry Commentsprovided for consideration. The solicitation and any documents relatedto this procurement will be available over the Internet. These documentswill reside on a World-Wide Web (WWW) server, which may be accessedusing a WWW browser application.
