Description
This notice is a follow-up to a Special Notice posted on FedBizOpps on November 25, 2008 entitled "Series of Tests for Evaluating the Effectiveness of "Extended Feature Sets" in latent Fingerprint Searches." This is strictly a special notice that is being published so as to reach a wider audience. It is not a federal procurement action. NO SOLICITATION IS OR WILL BE ASSOCIATED WITH THIS NOTICE. Announcement of Scheduled Tests: The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) is pleased to announce the NIST Latent Fingerprint Workshop 2009, to be held on March 19 and 20 at NIST. This workshop will present and discuss the results of the recently completed NIST Evaluation of Latent Fingerprint Technologies (ELFT) Phase II -- which evaluated the performance of "lights-out" encoding and matching of latent images. This workshop will also provide a venue for the upcoming NIST Evaluation of Latent Fingerprint Technologies: Extended Feature Sets (ELFT-EFS). “Extended features” means fingerprint image characteristics beyond those traditionally used by human experts and/or AFIS systems. The goals are to quantify the performance achievable by supplementing traditional features with “extended features" and thereby guide future standardization thereof. The extended feature evaluation is sponsored by the Federal Bureau of Investigation (FBI). NIST will coordinate this project closely with the FBI. Staff from NIST and Noblis, Inc. will administer the tests. The CDEFFS document is available at: http://fingerprint.nist.gov/standard/cdeffs Who Should Participate: Participants in ELFT-EFS should plan to attend the workshop. Vendors of AFIS systems and academic institutions with a latent fingerprint search capability are strongly encouraged to participate in ELFT-EFS. How to Participate: Detailed information may be obtained from the following websites: http://fingerprint.nist.gov/latent/elft-efs/index.html http://fingerprint.nist.gov/latent/workshop09/index.html The above website contains a link for on-line registration. The registration fee is $28. This website will also contain a detailed workshop program. Comments are welcomed from all sectors of the latent community. NIST is particularly interested in timely feedback on participation in the workshop. Communications should be addressed to: latent-efs@nist.gov
