- The U.S. Coast Guard intends to procure two American National Standards Institute (ANSI) memberships. (SEE NOTE 22) This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis to the American National Standards Institute, 24 West 43rd Street – 4th floor, New York, NY 10036-7406, (212)642-4926. DESCRIPTION: ANSI is the coordinator of the U.S. voluntary standardization system and the premiere gateway to the international standards and conformity assessment arena. Through its committees and working groups, the Institute facilitates the development of American standards and formulates the U.S. positions on issues before the International Organization for Standardization (ISO) and the Electrotechnical Commission (IEC). In addition, the Institute maintains close ties to other foreign standards bodies and key regional standards organizations in Europe, the Middle East, Africa, the Americas and the Pacific-Rim. As such, ANSI represents the Coast Guard in the domestic, regional and standards and community assessment arenas. Additionally, ANSI facilitates the development of American National Standards (ANS) by accrediting the procedures of standards developing organizations (SDOs). These groups work cooperatively to develop voluntary national consensus standards. Accreditation by ANSI signifies that the procedures used by the standards body in connection with the development of American National Standards meet the Institute’s essential requirements for openness, balance, consensus and due process. Additional member benefits include a subscription to the ANSI Reporter which discusses topics of interest to the global standards and conformity assessment community; Standards Tracking and Automated Reporting (STAR); discounts on many standards collections, i.e., ISO, IEC, and ANS publications; eSubscriptions and Site Licensing Agreements; Education and Training Services; and Government Affairs and Public Policy Support. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
