- The Department of Commerce/National Institute of Standards and Technology intends to negotiate on a sole source basis with Cepheid, 904 Caribbean Drive, Sunnyvale, Ca 94089 to provide one (1) Smart Cycler II 1 Block Laptop System (SC1600), ND, Part Number SC2500N4-1. The Applied Genetics Group in the Biochemical Science Division in the Chemical Sciences and Technology Laboratory at NIST is looking to develop rapid PCR protocols for forensic identifications. This instrument would be used in relation to a DNA biometrics project. The amplification of genetics markers located throughout the human genome provides a unique means to identify individuals. This instrument will aid in the rapid DNA typing of individuals with existing forensic DNA typing PCR kits. This instrument will also be used to develop rapid screening assays incorporating the optical real time PCR capabilities of the system. The instrument selected to perform this work needs to meet the following specifications: The ability to accept a specialized optically clear closed-tube format (with a volume of at least 25ul) The instrument must be capable of running 16 or more independent thermal cycling profiles simultaneously. The heating ramp rate of the cycler must be at least 8 degrees Celsius per second. The cooling ramp rate of the cycler must be at least 2 degrees Celsius per second. The instrument must be capable of simultaneous detection of 4 fluorescent dyes (4 channel detection) The excitation of the fluorescent dyes must be provided by light emitting diodes (LEDs) Cepheid is a proven instrument vendor that produces real time PCR instruments for a variety of forensic and pathogen detection applications. We are not aware of any other instrument vendors that would be able to meet the above instrument specifications. Product must meet all applicable 508 standards. Based on NISTs recent market research NIST is not aware of any other vendors that can meet these minimum specifications. The Government intends to solicit on this one source under the authority FAR 13.106-1(b). Interested concerns may identify their capabilities to meet theses minimum requirements by submitting a capability statement that demonstrates in written narrative format their ability to provide the required license renewals.
