Description
U.S. Army Corps of Engineers, Jacksonville District, intents to award contract for the Fit-to-Win to provide a program designed to promote wellness, better health and physical fitness for the Jacksonville District. While a single award is preferred, multiple awards may be made by the agency, if it is determined to be in the best interest of the Government. The procurement will be conducted under the Simplified Acquisition Procedures (SAP) reference FAR Part 13. Services include facilities that are clean, sanitary, and operated primarily for health and physical fitness. The contractor must also have facilities to meet the geographic requirements of the employees of the Jacksonville District office which at a minimum includes, but is not limited to, the following counties: Duval, St Johns, Nassau, Baker and Clay. Use of facilities at the affiliated counties locations within its organizational structure without additional cost to employee. The facility shall incorporate as a minimum, the following capabilities: a. A variety of strength training methods with both free-weight and stationary devices, e.g., Nautilus, Universal; b. A variety of aerobic equipment for increasing cardio/vascular/pulmonary fitness, e.g., treadmills, elliptical runners, stationary bikes, stair machines; c. Showers, lockers and change rooms; and d. Certified fitness instructors. Shall provide employee usage dates to Safety and Occupational Health Office each month; and except for holidays, the facility must be available before and after employee work hours (6:30 a.m. through 5:00 p.m.). The contract shall consist of a 5 months base period from date of award, with options to extend for three 12-month option periods for renewal. The Government reserves the right to exercise the contract option before the expiration of the base contract or preceding option period, if the contract amount for the base period or award the contract, based on initial quotes received, without discussion of such quotes. The factors to be evaluated are technical acceptable and price. The contract shall be advantageous to the Government, price and other factors considered. The RFQ will be issued on or about 11 March 2009 and close on or about 20 March 2009. The acquisition is unrestricted; therefore all responsible sources may submit a quote, which will be considered by this agency. The NAICS code is 713940 and the size standard is $7 million. Solicitation will be issued in electronic format only and will be posted on the Federal Technical Data Solutions (FedTeDS) website at https://www.fedteds.gov/. No phone or fax request for copy of solicitation will be accepted. There is a VENDOR USER GUIDE available on the FedTeDS website. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER TO RECEIVE NOTIFICATION on the Federal Business Opportunities website at http://www.fedbizopps.gov/. If you are not registered, the Government is not responsible with providing you with notification of any changes to this solicitation. In addition, in order to generate a Plan Holders List, all interested bidders must also REGISTER AS INTERESTED VENDOR which is also located on the Federal Business Opportunities website at http://www.fedbizopps.gov/. Registration Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. You must be registered in the Central Contractor Registration in order to be eligible to receive an award from this solicitation. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
