Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Lafarge North America, Inc, 12950 Worldgate DR STE 500, Herndon, VA 20170-6000. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Lafarge North America is the only known source that offers Joppa Oil Well Type H Portland Cement that is capable of meeting the Governments requirement. The Geotechnical and Structural Laboratory, Concrete and Materials Branch (CMB), has been involved in internal and external research efforts to develop and improve ultra or very high-strength concrete mix designs. This research has required the use of well-controlled and consistent concrete mix materials and admixtures. Specific materials have been carefully selected for their capability to provide concrete mixes with required levels of ultra-high compressive yield strength. One of the critical components of the mixture proportions is the Portland cement that is used to produce these mixtures. Specific cement from Lafarge North Americas cement kiln has been thoroughly tested at ERDC, and a specific concrete mix design has been developed in the labs based on this particular product. Therefore, to continue the research efforts it required that the same cement from the same supplier be used. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on March 13, 2008. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
