- NAICS Code: 511140 NAICS Code: 511140. The US Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source purchase order for the Office of Pesticide Programs (OPP) Biological and Economic Analysis Division (BEAD) under the authority of FARpart 13.106-1(b) to Kline & Company (K&C) for Pesticide Market Surveys. The EPA requires a database with contains accurate, current usage data for non-agriculturally used pesticides by chemical end-use product, site treated, as well as possible proximity to human contract and the qualities of pesticidal active ingredients applied. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that K&C is the only source for this data that meets the Government's requirements. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein, may submit its capability by 12:00 PM on Friday, March 13, 2009, which may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
