- The following questions have been asked with the answers provided below: Question 1: Does my firm need to have a GSA Schedule in order to submit a quote? Answer 1: No, you do not need to have a GSA Schedule to respond to the request for quote. All vendors are encouraged to submit a response. Question 2: Are electronic submissions acceptable? Answer 2: Yes, electronic submissions are acceptable. If the quotes are delivered by email, they must be followed by one (1) signed hardcopy original of each quote within four (4) business days of the closing date. See page 13 of 15, Instructions, Conditions, and Notices to Quoters, paragaraph 3 of SECHQ1-09-Q-0128 for specific requirements. Question 3: How many banks and thrifts are included in this quarterly analytical study? Can you provide a list of the banks to be included? Answer 3: The SEC wants to acquire a commercial product in which the vendor identifies bank holding companies that are SEC registrants. The ratings and analysis shall be for these bank holding companies and the banks which are their subsidiaries. Question 4: Can I submit questions after close of business on Tuesday, March 10, 2009? Answer 4: Questions submitted after close of business on Tuesday, March 10, 2009, will not be answered. Question 5: Would the SEC take ownership of the ratings and refer to them publicly as your own or would they be referred to by the name of the vendor selected to perform the work? Answer 5: The ratings would not be referred to publicly. Question 6: What is meant by "qualitative assessment"? Answer 6: This phrase does not appear in the solicitation. Question 7: What are the specific deliverables that would be required? Could the SEC provide examples of such deliverables? Answer 7: First deliverable (see DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK): Quarterly spreadsheet, with the following data: Name of banking institution, City, State, Assets, Equity, Bank holding company of which it is a subsidiary (preferably using the name of the bank holding company by which it reports to the SEC, and its CIK), Qualitative rating (using CAMELS rating format) of: Capital adequacy, Asset quality, Earnings, Liquidity, Composite score, and Composite score of the bank holding company. Second deliverable (see DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK): Option, if available, as separate line item: A peer group comparative report for specifically requested banking institutions. This report shall show current and three years of historical financial ratios of the bank, along with an average of its national peers by size and its regional peers by size.
