Description
This is a pre-solicitation synopsis for solicitation # W81XWH-09-R-0013. The Biotechnology High Performance Computing Software Applications Institute (BHSAI) at Fort Detrick, Maryland has a requirement for non-personal research and development related support services to be provided in the Fort Detrick, MD area. The contractor shall provide all personnel necessary to do the following: execute and accomplish defense medical research, development, test, and evaluation (RDT&E) objectives; assist with program management and policy development related to medical research, development and acquisition programs and activities; and other efforts in support of RDT&E objectives. Services may include the provision of assistance as applied to and in support of RDA business and DOD and non-DOD laboratory management in the following functional areas: 1) Research and development; 2) Medical science and technology; 3) RDA program management; 4) Medical logistics; 5) Regulatory compliance; 6) Financial management of DOD and service RDA programs; 7) Biological surety; and 8) Information technology programs in support of research. Core support will be issued using fixed rate Labor Hour task orders. Labor Hour task orders will be used for temporary, surge, emergency support, or non-BHSAI support. The anticipated period of performance is one year from the date of award with four one-year option periods, which will be exercised at the Governments discretion. Competitive procedures are being utilized, and it is the Governments intent to award multiple Indefinite Delivery/ Indefinite Quantity task order type contracts from this solicitation. The official solicitation will be posted to the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/), as well as the FedBizOpps website (https://www.fbo.gov/) on or about 30 March 2009. Please refer to the solicitation document for the due dates for questions and proposals. The U.S. Medical Research Acquisition Activity (USAMRAA) will be responsible for the solicitation and award of these contracts.
