Description
The U.S. Department of Homeland Security, Office of Procurement Operations (OPO), on behalf of the Office of the Chief Human Capital Officer, intends to negotiate a sole-source purchase order with Partnership For Public Service, Inc. for procurement of recruitment and hiring collaborative services. The period of performance will be for 18 months. The purpose of this acquisition is to acquire charter membership in the Federal Human Capital Collaborative program. The Federal Human Capital Collaborative Membership Benefits includes the following: (1) Opportunity to meet with cross-sector experts, including thought leaders from the academic, nonprofit and private sectors quarterly; collectively identify critical issues, highlight best practices, facilitate problem solving and develop strategies to affect change across government and in the Department of Homeland Security. (2) Have access to Partnership For Public Service, Inc’s research agenda and receive advice on how to best apply research recommendations at the Department of Homeland Security; receive access to the Partnership Connect Collaborative Network – a repository of tools, strategies, best practices and methodologies for human capital practitioners. (3) Collaborate with Partnership For Public Service, Inc to influence the agenda for regulatory and legislative reforms. (4) Receive priority access to Partnership For Public Service, Inc’s Call to Serve Network, of more than 600 colleges and universities works to promote federal service on campus; receive priority access to the Partnership’s Annual Career Fair to recruit top talent for entry-level jobs or internships; request advice on hiring and retention practices based on insights mined from the Partnership’s Extreme Hiring Makeover Initiative and expanded upon Partnership’s Onboarding Report. Responses to this notice must be received no later than 12:00 noon Eastern Standard Time Thursday, March 26, 2009. This notice of intent is not a request for competitive proposals or a solicitation of offers. However, firms that believe they can provide these services in their entirety must submit a written notification of interest and capability to the Contract Specialist by the date and time indicated. Determination by the Government whether or not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
