Description
The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal and non-Federal accounts in the District of Columbia and the State of Maryland. The successful offeror will supply all electricity components for a contract term of twenty-four (24) full billing months. Deliveries will begin with the December 2009 meter read date for all accounts behind PEPCO unless otherwise specified. A six (6) month extension period is included in the contract. The approximate annual electric requirement is 1.815 billion kWhs per year for accounts in the District of Columbia and 550 million kWhs per year for accounts behind PEPCO in Maryland. The Government has divided its requirements into two (2) pricing groups: one for PEPCO DC and one for PEPCO MD. All pricing groups will require a minimum of 5% renewable power escalating to 7.5% if the contract term extends beyond September 30, 2012 as defined in the solicitation. The Government is requesting pricing for the 24-month term for each of the two (2) pricing groups. Capacity and transmission prices will be treated as pass-through items in accordance with the terms of the contract. The price offered for each pricing group will apply to all accounts in each pricing group and that price will remain fixed for the contract term with exception of capacity and transmission. Multiple awards will be considered. Offerors are not required to offer pricing for all pricing groups. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award(s) a contract(s) to the offeror(s) that offers the lowest evaluated price and meets the solicitation's technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on April 1, 2008 at the GSA Bid Room (see solicitation for address).
