Description
This is a combined Synopsis/Solicitation for commercial supplies prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. However, Request for Quotation (RFQ) 09SQ301130 will be issued simultaneously with this announcement to facilitate receipt of electronic quotes. The RFQ will be issued via www.fedbizopps.gov. This RFQ is issued under the Simplified Acquisition Procedures (SAP), 100% small business set aside. The NAICS code is 332996, Fabricated Pipe and Pipe manufacturing, and the size standard is 500 employees. Furnish, test, and deliver one new generator bearing cooling coil assembly in accordance with the configuration and dimensions of the cooling coil assembly shown on Drawing 7A-1685. The cooling coil assembly components to be furnished are shown on the drawing. These designated cooling coil assembly components shall be fabricated from 90-10 copper-nickel tubing, fittings and supports in the same configuration as shown on the drawing. Branch connections and changes in the direction of the coil assembly tubing shall be made with commercially-available formed fittings wherever possible. The coil assembly tubing shall be provided with inlet and outlet connections as shown on the drawing for installation and connection by Government personnel.Furnishing, testing and delivering one bearing cooling coil assembly, the vendor shall furnish all materials, and accessories to fabricate the cooling coil assemblies including all tubing, fittings, bar, joint compound, welding and brazing rods, and other appurtenances and accessories needed for a complete fabrication. Materials for the cooling coil assembly shall conform to the following requirements:(1) Coil tubing.--The tubing shall be copper alloy seamless UNS Designation No. C70600 90-10 copper-nickel tubing conforming to ASTM B466 Standard specification for Seamless Copper-Nickel Pipe and Tube. The tubing shall be rated for a working pressure of at least 150 psi. The tube wall thickness shall be 0.065-inches and the tube outside diameter shall be 1.315-inches.(2) coil tubing fittings.--fittings shall be copper alloy UNS Designation No. C70600 90-10 copper-nickel socket-type joint pressure fittings conforming to the requirements of the ASME Code for Pressure Piping B31.1 and with dimensional tolerances in accordance with ANSI B16.11. Fittings shall be rated for a working pressure of at lease 150 psi. Elbows shall be long radius unless space restrictions prohibit their use.(3) Coil assembly supports. --Supports shall be fabricated from UNS Designation No. C70600 90-10, copper-nickel bar conforming to ASTM B151 Standard Specification for Copper-Nickel Rod and Bar. Allow use of 316SS U-bolts to connect support components or brazing of said supports. Allow for mount attach point to have a 5/8" diameter hole, with options to radially slot. Changes specifications to allow brazing (welding) or 316SS U-bolts with lock washers for mounting of coil to coil support, and add lock washers and U-bolts if not already added to material list.(4) Miscellaneous Materials.--Miscellaneous materials not specified above or on the material schedule shall be standard commercial quality. Fabrication of cooling coil assembly.--The fabrication of the cooling coil assembly shall conform to the following requirements:(1) General.--The Vendor shall fabricate and assemble all cooling coil tubing, fittings and supports in a workmanlike manner in accordance with the fabrication drawing and the applicable requirements of Section VIII, Division 1 of the ASME Boiler and Pressure Vessel Code and the ASME Code for Pressure Piping B31.1. The interior of all tubing, fittings, and connections shall be clean and free from blisters, loose mill scale, sand, dirt, and other foreign matter when installed. Care shall be taken to prevent the entrance of foreign matter into each tubing coil assembly during the progress of the work. Where necessary, open ends of each coil assembly shall be plugged or closed in a suitable manner to prevent clogging during fabrication and shipment. If any portion of the assembly should become either partially or wholly clogged before final acceptance of the work, it shall be thoroughly cleaned or shall be replaced. Fabrication and assembly of the coil assembly shall accommodate any expansion or contraction that may occur.(2) Tubing, fitting and support connections with welded or brazed joints.--Welding and brazing of the cooling coil assembly components shall be performed by appropriate recommended methods stated in the applicable portions of the latest edition of Section VIII, Division 1 of the ASME Boiler and Pressure Vessel Code and ASME Code for Pressure Piping B31.1.(3) Welding and brazing qualifications.--All details concerning the welding and brazing of cooler tubing, fitting and support components, the qualification of welding and brazing procedures, welder and brazer credentials, and brazing operators shall conform to the requirements of the applicable portions of the latest edition of section IX of the ASME Boiler and Pressure Vessel Code and the ASME Code for Pressure Piping B31.1 Hydrostatic testing.--The cooling coil assembly shall be pressure tested at the factory in accordance with the applicable portions of the latest edition of Section VII, Division 1 of the ASME Boiler and Pressure Vessel Code and the ASME Code for pressure Piping B31.1. The cooling coil tube assembly shall be tested to a pressure of 225 psi. The test pressure shall be maintained for a period of not less that 1 hour. Any leakage or other defects disclosed by the tests or at any time prior to the acceptance by the Government shall be corrected by the Contractor to the satisfaction of the Contracting Officer.Shipment and delivery.--The inlet and outlet connections for the cooling coil assembly shall be covered for protection and to prevent the entrance of foreign matter during shipment and while awaiting installation. Proper precautions shall be taken to prevent damage to the assembly during shipment. The Vendor shall be responsible for all damage in transit to the destination. The cooling coil assembly shall be delivered to the following location: Bureau of Reclamation, Parker Dam Powerplant, Highway 95, Parker Dam, CA 92267. The RFQ contains the following: a description with quantities, and all applicable clauses and provisions.
