Description
The Air Force is seeking sources for a potential 100 percent set-aside for HUBZone or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICIATED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only! TITLE /DESCRIPTION: Project 080009 is to construct a shelter for assured fuels research equipment at Wright-Patterson AFB, Ohio. The AFRL Propulsion Directorate has acquired advanced fuels research equipment to develop, test, and evaluate industrial processes for generating aerospace fuel from a blend of petroleum and Fischer-Tropsch produced fuels derived from unconventional sources such as natural gas, coal, biomass, bio-oils, synthetic gasses, etc. The project scope consists of constructing a 40' x 100' (4,000 S.F.) facility south of facility 20490. Facility work includes excavation, foundations, steel frame structural system, building skin (fenestration), roof, interior facility utilities (electrical, plumbing, fire suppression, and HVAC, etc), and an interior process control room. Exterior utilities include rerouting and providing new electrical primary/secondary, water main/secondary, COMM duct bank/manholes, sewer (storm and sanitary), natural gas secondary, and gaseous nitrogen to the new facility and exterior equipment. Exterior equipment includes a natural gas compressor station, regenerative thermal oxidizer, boiler, air compressor, chiller, diesel fuel emergency generator, etc. SPECIAL REQUIREMENTS/CONCERNS: The technical nature of this project requires careful attention to detail and a contractor with specialized experience in the design (licensed fire protection engineer) and installation of fire alarm systems. The contractor shall also have experience with cryogenic piping systems, natural gas services, high voltage electric, and EPA requirements for water and sanitary systems. It is imperative that the contractor have a vigorous safety program site conditions. The contractor will be working adjacent to an existing fuel farm which contains thousands of gallons of specialized fuel blends. Normal scheduling and coordination between trades will be required for the successful execution of this project. The Air Force intends to award a contract with a period of performance of 365 days. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. Prime contractors who are HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 4:00 p.m. (local Dayton time) on 18 Mar 2009: Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) date of HUBZone certification; and (3) documentation of SDVOSB status; and (4) listing of specialized experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (5) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (6) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide ALL the above documentation, fax or e-mail responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone or SDVOSB concerns. Responses shall be limited to 5 pages. Please include your DUNS Number or CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in PIXS and Federal Business Opportunities.
