Description
The U.S. Government Printing Office(GPO ) intends to issue a sole source contract in accordance with FAR 6.302-1 to Smarttrac Technology to procure cards inlay, limination and punching services to Smarttrac Technology located at 1546 Lake Drive West, Chanhassen, MN. 55317. The contractor will receive, store, account for, assemble, laminate and punch the Government Furnished Property (GFP) along with a Contractor sourced radio frequency identification (RFID) inlay per the design and functionality. The Contractor agrees to notify the Government of any defects or damage to the GFP within 48 hours of delivery receipt. This card will be punched to meet the ISO/IEC 7810 ID-1 specifications and be fully functional. The card must also meet Internatinal Civil Aviation Organization (ICAO) 9303 standards. In case of conflict between these two standards, the ICAO 9303 applies. The card must be compatible with personalization printers meeting the requirements of GPO RFP GPO-SID1-07. The card must have machine-readable capability consisting of an antenna coupled to an embedded RFID capable ICC. The ICC must store only a manufacturer-encoded number that must be unique to the specific card and that pre-stored unique number must be permanently locked such that it cannot be modified in any way as long as the chip is operable. The Contractor will create an electronic manifest that will be associated with each shipment containing the relevant information stored in a specified Extensible mark-up Language (XML) format.
