- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This requirement is for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for Band 2 Direction Finding Receiver Polarizing Radomes for SLQ-32, with a minimum/maximum quantity of 8/100. Also required are first article units delivered within 120 days after contract award. The first article units may be waived if the contractor has made same or similar acceptable items. Delivery for production units will be 120 days after issuance of each delivery order or specified in each delivery order. This is not a commercial procurement and contractors must be registered with the Central Contractor Registration database and must be certified under the Joint Certification Program (JCP) in order to receive the technical package. The technical package will be posted to FedTeDs at the same time the solicitation is posted. FedTeDs may be accessed at https://www.fedteds.gov. Delivery is required F.O.B. Destination, NSWC Crane, 300 Highway 361, Crane, IN 47522. This procurement ! will be solicited as 100% small business set-aside and the Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors. The solicitation will be available on or about 24 March 2009 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and NECO. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
