Questions and Answers on Pre-Solicitation Notice W912DR-09-R-0043 Q1. USACE previously advertised Solicitation Number W912DR-08-R-0057 for a Single Award Task Order Contract (SATOC) for design-build and construction projects in support of the RSFO. This solicitation has been on hold pending release of another amendment and establishment of a proposal due date. Is it possible that this A-E IDIQ will be used in preparation of design-build RFPs that would in turn be handed to the SATOC contractor for design-build project delivery? A1. Paragraph 1 - Contract Information indicates where this contract may be used. Paragraph 2 - Project Information indicates what this contract may be used to perform. Paragraph 2 states, THE WORK MAY CONSIST OF site investigations, planning, master planning, programming, feasibility studies, surveys, geotechnical investigations, permitting, charrettes, AND THE PREPARATION OF reports, studies, design criteria, DESIGN BUILD REQUEST FOR PROPOSAL, designs, and other general A-E services for multi-disciplined new construction projects, alterations, renovations, maintenance and repair, tenant fit-up and operations for military, and other, non-military government agencies. Q2. Can A-Es selected for this A-E IDIQ choose to not participate on certain tasks depending on project type and size? A2. The selected contractor is required to submit a proposal for each requested task order. Q3. I was reading the synopsis of the solicitation number (W912DR-09-R-0043) and the information shown in the fbo.gov is too general and does not provide enough information for bidding the project. In order to provide a fee proposal we need to know if there is any set of schematic drawings available or a document describing the scope of work more in depth. A3. As stated in the Synopsis in Paragraph 4 Submission Requirements, This is not a request for proposal. Please do not request a solicitation package for this project. This is strictly Architect Engineering, (NAICS Code 541330) submittals of SF 330s only.
