Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Radiation Epidemiology Branch (REB), plans to procure on a sole source basis with Dr. Ihor J. Masnyk; 8614 Hidden Hill Lane, Potomac, Maryland 20854. The contractor will provide program support for epidemiologic studies in Belarus and Ukraine. The North American Industry Classification System Code is 541690 and the business size standard in $7.0M. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Period of performance shall be for one base year with one twelve month option period. The Chornobyl Research Unit (CRU), REB sponsors three epidemiologic studies as part of the Chornobyl Research Program (CRP) associated with the health effects of the Chornobyl Accident. Currently, there are two collaborative U.S. - Ukraine studies and one U.S.-Belarus study. The purpose of this procurement is to provide operational oversight of the three studies in the CRP during the transition periods. Contractor Requirements: The contractor shall be a project manager with a Ph.D. degree in one of the sciences, fluency in Ukrainian and Russian languages to facilitate direct interaction with local (Ukraine, Belarus) scientific and administrative personnel, and have experience in managing cancer epidemiologic projects. The project manager should have at least 10 years of experience in scientific administration of epidemiologic projects in Ukraine and Belarus. The Contractor shall also possess in-depth knowledge of the health organizations in Ukraine and have an established network of professional contacts in academia and government in Ukraine. The contractor shall have scientific expertise in Chornobyl health and environmental issues. The contractor shall provide liaison with Ukrainian and Belarusian officials, the Consular staff of these countries in the U.S., the U.S. consulates in Ukraine and Belarus, the NIH Fogarty International Center, the U.S. Department of State, the Science and Technology Center in Ukraine (STCU) - (Kyiv) and the International Science and Technology Center (ISTC) - (Moscow) funding sources all in support of the CRP at NCI. The contractor shall provide project management support for the three studies noted above. The contractor shall provide advice on administrative/managerial operations and operational policy as it pertains to the studies in the countries of Ukraine and Belarus. The contractor shall communicate with the program participants in those countries on various scientific components of the studies related to the maintenance of the cohort, establishing passive screening through the use of in-country registries, and carrying out other small scientific projects. Dr. Ihor Masnyk, born in Ukraine, obtained a Ph.D. in chemistry at the University of Chicago, with more than 40 years of experience in cancer research, and was involved in epidemiologic studies related to the Chornobyl accident for four years before heading the U.S. Chornobyl Projects. His involvement with the NCI Chornobyl Research Program included 1) participating in the development of the protocols, 2) establishing the managerial organization of the fieldwork for the studies, 3) providing oversight for the fieldwork operations, and 4) developing and implementing training programs for the study collaborators. His efforts were critical in establishing the management strategies for the scientific direction of the studies. Because of his fluency in Russian and Ukrainian, his administrative and technical abilities, and his deep knowledge of the managerial and cultural differences between the U.S. and countries of the former Soviet Union, Dr. Masnyk has maintained excellent relations with Ukrainian and Belarusian officials, the Consular staff of these countries in the U.S., the U.S. consulates in Ukraine and Belarus, the NIH Fogarty International Center, the U.S. Department of State, the Science and Technology Center in Ukraine (STCU) - (Kyiv) and the International Science and Technology Center (ISTC) - (Moscow). Dr. Masnyk is uniquely qualified to fulfill the requirements of this procurement. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET on March 25, 2009 to Melissa Marino, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
