Description
THIS IS A RE-POSTING OF A MARKETSURVEY PREVIOUSLY POSTED IN DEC 2008 THAT WAS ERRONEOUSLY OMITTED FROM THE FEDBIZOPPS WEBSITE. The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic is conducting market research to solicit information from potential sources to provide assistance in supporting the Departments of Defense (DoD), Homeland Security (DHS) and Justice (DoJ) with counter-terrorism technology needs, intelligence-gathering technology, and the overall development of biometric technology that can be utilized and shared throughout the Government to aid in the Global War on Terror (GWOT). A brief, draft Statement of Work (SOW) is attached. Please note a SECRET security clearance is required to perform work under any resulting contract. A multiple award, firm fixed price, Indefinite Quantity-Indefinite Delivery (IDIQ), performance based, level of effort type contract with a one (1) year base period and four (4) one-year options is anticipated. THIS MARKET RESEARCH IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW- UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. NO TELEPHONE CALLS AND/OR REQUESTS FOR A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE OR 8(A) SET- ASIDE BASED ON RESPONSES HERETO. The applicable NAICS code for this effort is 541512 with a size standard of $25 million. Government estimate for this effort is $25 million. The closing date for market research responses is 2:00 P.M. Eastern Time, Friday, 20 March 2009. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis notice. Potential offerors are responsible for downloading their own copy of any resulting solicitation and amendments. No paper distribution of these documents will be provided. Interested sources must be able to provide responses to include the following: (1) name and address of firm; (2) size of business, including: average annual revenue for past three years and number of employees; (3) ownership, indicating the following applicable business types: Large, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, and/or Veteran-Owned Business; (4) number or years in business; (5) two company points of contact, including: name, title, phone, fax, and e-mail address; (6) DUNS Number (if available); (7) affiliate information, including parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) the percentage of work your company alone can perform against the attached Statement of Work (do not include any documentation or percentages for any company other than your own no subcontractor information); (9) a list of customers for similar SOW work performed during the past five years, including the following:(i) A summary of work performed, (ii) contract number, (iii) contract type,(iv) Dollar value for each contract referenced, and (v) a customer point of contact with phone number (this information is required to verify offerors performance; the government may contact any reference for further validation); (10) a copy of any SEI Audit report/certification specifying CMMI Level 2 or 3 or an explanation of why your current process management is equivalent. Responses to the above market research inquiry are limited to no more than 5 pages of data (total) and shall be forwarded in writing via e-mail by the time and date stated above to SPAWARSYSCEN Charleston contract negotiator, Laurie Cordell, at laurie.cordell@navy.mil. Vendors must watch for the solicitation and any amendments to be posted on FEDBIZOPS and the SPAWAR E- COMMERCE webpage, https://e- commerce.sscno.nmci.navy.mil.
