- The U.S. Army Corps of Engineers, Engineer Research and Development Center, Vicksburg, MS intends to solicit on a sole source basis under the authority of FAR FAR 8.405-6 (b) (1) to URS Group, Inc., 9901 IH-10 W, Suite 350, San Antonio, TX 78230 This procurement is being conducted under Multiple Award Schedule only one responsible source and no other supplies or services will satisfy agency requirements. URS Group, Inc. is the only known source capable of meeting the Governments requirements due to the need for subject matter expert. The purchase of these services from other type of consulting firms will adversely impact the Governments missions requirements. The requirement is for Updating existing curriculum with new Railroad Maintenance and procedures regulations and provide training. The Government intends to acquire this commercial item using FAR Part 8.405-6 (b)(1). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later that 12:00noon CST on 18 March 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Elizabeth.j.Kelley@usace.army.mil referencing W912HZ-09-T-0014 in the subject line.
