- The Office of Thrift Supervision (OTS) intends to award a sole source purchase order to Commerce Clearing House, Inc (CCH) 4025 W. Petereson Ave., Chicago, IL 60606 for the Online CCH Banking Library and CD Rom Series, Internet Version of Federal Banking Compliance Library and State Banking Library, and Bank Daily Digest, Financial Privacy and Consumer Credit Guide. The period of performance is April 1, 2009 through March 31, 2010 with two (2) one year options. This notice is a combined synopsis/solicitaion prepared in accordance with FAR Part 13.105. A separate solicitation is not available. Responsble firms may submit a written response to this notice. Proposals submitted in response to this notice should include: 1. Price proposal to include a firm fixed price for the base year and each opton year; 2. Technical proposal to include literature describing the commercially available Banking Library and CD Rom; 3. Past Performance information. The proposed contract action is for services for which the Government intends to solicite and negotate with only one source under the authority of FAR 6.302. Interested persons must identify their interest and capability to respond to the requirement by providing clear and convincing evidence of their ability to provide the services. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative response is received, the purchase order will be awarded without further notice. Questions must be submitted via email to Illona.WIlliams @ots.treas.gov. Oral proposals will not be accepted. The OTS intends to award a purchase order only after determining that an award to CCH is the most advantageous means of satisfying the Government's requirement. The following clauses will apply to any contract resulting from this combined synopsis/solicitation: 52.252-2; 52.302-1; 52.203-4; 52.212-9; 52.222-3; 52.222-4; 52.222-26; 52.222-36; 52.232-23; 52.233-1; 52.243-1; 52.249-1; 52.217-8; 52.217-9. Proposals are due in the Procurement Office by 3:00 pm, EST March 19, 2009. Proposals must be emailed to Illona.WIlliams@ots.treas.gov.
